When the Dalai Lama was at Smith College in 2007 I moderated a seminar with him and the Buddhist Studies faculty. I asked him about the possibility of reviving the full ordination of Tibetan nuns. This is a bit old, but I guess I will leave it up until the Tibetan lineage of nuns has returned. Here is his answer:
