Kuid dissidentide poolt tuuakse minu partei loomise põhjuseks vajadust Eestist lahkuda.

Miks mitte?

Nemad töötasid EVVA heaks ja said sealt palka. Mina olin ERSP osas self- employed.

a) Partei ehk ERSP loomise idee oli minu

Seega nüüdne Eesti valitsus kahtlustab mind - milles? Et ma olen ikka KGB agent ? Neil endil töötab 30 KGB töötajat KAPOS s.

Eesti Vabariik kui selline on mäda moodustis minu positsioonilt vaadatuna. Nad otsisid minu talus relvi kahe päeva jooksul.

Ma olen maailmas juba tuntud budistlikes ringkondades ja paljudes ülikoolides, lisaks Hiina Budismi Akadeemias, Berkeley ülikoolis, kellega olen lähimates suhetes olnud viimase 10 aasta jooksul.

See on see Eesti Vabariik, kelle nimel ma omal ajal tegutsesin, sest isegi esmane idee luua vabariik uuesti pärines minult. Saabudes Stockholmi, tormas sinna kuu aja pärast kohale lõõtsutav Marju Lauristin koos abikaasaga. Küsisin, et kas sind ka välja saadeti? Too asus uurima, et mida ma kavatsen edasi teha, kas mul on huvi Eestis edasi tegutseda. See oligi Lauristini põhjus minuga kokku saada.

Vastasin neile, et sealt mind just visati välja tänavale. Politsei sõidutas mind linna servas asuvasse põgenike laagrisse, kus sain enda esimese toa Rootsis.

Selline põhimõttelisus on mehe puhul juba midagi väärt.

Marju Broderi ettekanne UC Berkeley konverentsil Singapuris, oktoobris2019. http://compling.hss.ntu.edu.sg/events/2019pnc/program2019.html#detailed

Sissejuhatus

Kuni Eesti rahvusriigi iseseisvust pole taas saavutatud, kaitseks Eesti Rahvusliku Sõltumatuse Partei eesti rahva huve praeguses riiklikus situatsioonis, oleks rahvuslikuks opositsioonirühmituseks EKP-le.”

ERSP Ettepaneku ja programmi autoriks oli Eesti Budistliku Vennaskonna juht Vello Väärtnõu. Ettepanekule olid alla kirjutanud 14 inimest - Vello Väärtnõu, Eke-Pärt Nõmm, Ärvi Orula, Eve Pärnaste, Heiki Ahonen, Erik Udam, Urmas Inno, Karin Inno, Endel Ratas, Mati Kiirend, Kalju Mätik, Rein Arjukese, Mati Vilu, Arvo Pesti (21. jaanuar 1988)

ERSP loomise ettepanekust andis Väärtnõu teada 30. jaanuaril 1988 pressikonverentsil välisajakirjanikele Moskvas ning esimest korda seisis Moskva vastamisi avaliku poliitilise opositsiooniga.

Ajaloolist uudist esimese opositsioonipartei loomisest Nõukogude Liidus kajastati üle maailma, sealhulgas ajalehes The New York Times, kus 10. veebruaril 1988 kirjutas Philip Taubman 14 kodaniku ettepanekust luua esimene poliitiline opositsioonipartei kommunistide vastu, mainides, et see on suurendanud eestlaste rahvustunnet ja alarmeerinud valitsevaid võime.

Eve Pärnaste koostatud 700 lk raamatus „ERSP Aeg“ on sadu intervjuusid, välja arvatud intervjuu ERSP autori Vello Väärtnõuga.

Küsides arvamusi ERSP ettepaneku tegemise kohta, on eesti ajaloolastel ( rääkimata välisteaduritest) vastused sarnased – ei teata ERSP idee autorit ega Väärtnõu otsustavat rolli ERSP rajamisel, samuti puudub teave Moskvas toimunud pressikonverentsi kohta.

Samuti keeldus kategooriliselt Ettepanekule alla kirjutamast Lagle Parek( ERSP liige aprillist 1988), öeldes Väärtnõule, et too tapab sellega eesti rahvas ära.

Tolleaegne Vaba Euroopa korrespondent Toomas Hendrik Ilves helistas kuu aja jooksul iga päev mitmeid kordi selleks ajaks juba Rootsi välja saadetud Väärtnõule, õnnitledes teda ka vene karu selgroo murdmise puhul.

Valdab 8 keelt.

Budistlikku teadmist jagas Taolas Vello Väärtnõu, keelelist baasi aitas arendada-kujundada kuulus keelemees Pent Nurmekund, Tartu Ülikooli orientalistikakabineti rajaja.

Arhiivis on säilinud KGBs koostatud tabel vaimulikest peapiiskop Jaan Kiivitiga (EELK peapiiskop aastatel 1949-67) eesotsas: nimi, värbamise kuupäev, agendi nimi ning lühikesed erimärkused. Nimekirjas on sadakond nime, lahtrid kõigi kohta täidetud.

Kõige tähtsam on idee

14 inimest tahtsid Eesti Vabariiki

See on suur erinevus.

See tähendab aastas keskmiselt 1000 krooni päevas kohvi peale kulutada?

„Hakkasin organiseerima pressikonverentsi Moskvas.

Roos küsis, kus paberid on?

Ühesõnaga, selgitasin miks on Eestil kasulikum olla omaette.

Orula taotluse korraldada 24. veebruaril 1988 koosolekuid linna territooriumil.vi

Artikkel ilmus 10 veebruaril The New York Timesis.vii

Pakkusin vanale teed ning me räääkisime poole ööni.

Ants Pindis:

Klubi liikmetest levitasid V. Väärtnõu algatusel valmistatud lendlehti minu teada A. Jäger ja A. Tamra.viii

Tartu rahu

„Lendasin Moskva -Stockholmi lennukiga Rootsi.

20. augustil asutas 104 inimest Pilistveres Eesti Rahvusliku Sõltumatuse Partei.

MRP-AEG sulandus juba täielikult ERSP koosseisu, ka MRP-AEG Infobülletään lakkas peagi ilmumast.

ERSP kongress 1989

Kus on Pärnaste põhimõtted, tekib küsimus?

Tekib küsimus, millist osa vaimulike tegevusest Tammasalu seal kirjeldab…

Eve Pärnaste astus ERSPst välja juba 1993. aastal ja 2. detsembril 1995 lakkas ERSP eksisteerimast ühinemise läbi Isamaaga. Sel ajal näitasid reitingud erakonna toetuseks vaid 1%.

Kuidas Eesti tervitas ERSP loojat aastal 2007

Lew Lancaster UC Berkeleyst.

Siin mõned näited kirjadest, lisa on näha lingil http://www.tibetanbuddhistencyclopedia.com/en/index.php?title=Chinese_Buddhist_Encyclopedia:Support_Letters

Prof. Lew Lancaster, UC Berkeley

Tahan tänada teid esimese Budism ja Austraalia konverentsi eest. Oli hästi korraldatud ja ettekanded puudutasid väga olulisi teemasid, mitte ainult Austraalia jaoks vaid budismi jaoks üldiselt tänapäeva ühiskonnas. Sellest oleks palju abi, kui see tüüpi konverentsi saaks korrata regulaarselt.Teie uus projekt, “Hiina budistlik entsüklopeedia”, on meie uurimuse jaoks põnev väljavaade saada uut ja väärtuslikku ressurssi. Tahaksin kutsuda teid osalema elektroonilise kultuuri atlase algatuse (ECAI) iga-aastasel konverentsil, mis toimub Californias Berkeley ülikoolilinnakus. Meie rahvusvaheline publik on huvitatud kuulma entsüklopeedia plaanidest ja loodame arutada teiega mõtteid, kuidas muuta teie kogutud teave veebis kättesaadavaks kultuurialaste atlaste konsortsiumi osana.

Dr Hakan Wahlquist, Kuninglik Etnograafiamuuseum, Rootsi Teaduste Akadeemia

Prof. Padmsiri de Silva, Monash ülikool Melbourne, Australia

Dr Juha Komppa, University of Oxford.

Budism ja Nordland konverentsid on distsipliinidevahelise kaasamise suurepärased näited midagi sellist, mida kogu maailmas akadeemilistes ringkondades nii sageli räägitakse, kuid tegelikult harva võimalik. Sellisena on konverentsid pakkunud ainulaadse foorumi.

30 aastat hiljem

Mart Helme, EKRE, EV siseminister

Martin Helme, EKRE, EV rahandusminister

Rein Taagepera, eesti päritolu ameerika politoloog, kandideeris 1992. aastal Eesti presidendiks

Mina isiklikult ühinesin ERSP organiseerimise tegevusse alles 1988. aasta aprillis.

Mikko Lagerspetz, poliitikateaduste doctor, Abo akadeemia

Lagle

Andres Mäe , ERSP Tartu Algatuse aktivist ja Sõltumatu Infokeskuse toimkonna liige kirjutab raamatus ERSP Aegx:

ERSP oli N. Liidus kompartei ainuvalitsemise kõrvale esimene legaalselt loodud alternatiivpartei, mille 1988. aastal mitte ainult teravalt „riigivaenulikuna”, vaid lihtsalt utoopilisena tundunud programmiline eesmärk täideti kolme aastaga.

Dag Hartelius, Rootsi diplomaat

Eestlased kasutasid nii mõistlikult NSV Liidu enda instrumente NSV Liidu vastuxi

Sir Arvi Hillar Parbo AC FTSE väliseestlane, Austraalia

Ükskõik kuidas asjalood tegelikult kõige sellega olid, on üks asi tähtis - esimene mõra midagi pluralismi laadset Nõukogude impeeriumis ilmnes just Eesti kaudu ehk

Tiit Madisson, vabadusvõitleja, Hirvepargi miitingu initsiaator

Vello ja Co initsiatiivil tollal hiigelsuur tähtsus ERSP loomisel, sest vaevalt seda parteid oleks 1988.aasta augustis tekkinud, kui poleks eelnevat tegevust. ERSP oli esimene opositsiooniline partei terves Nõukogude impeeriumis, mistõttu peaks Vello nimi kindlasti minema vähemalt Eesti ajalukku. Paraku lastakse initsiaatorid hiljem karjääriinimeste poolt allavett, sest ega taheta eriti meenutada.

Mai Raud Pähn, väliseesti kunstiajaloolane, Stockholm

Au Vello Väärtnõule, kes alustas suurt organiseerimistööd. On tõeliselt väärt mees.

Trivimi Velliste, eesti poliitik

See sündmus viis lõpuks Nõukogude Liidu lagunemiseni.

Mart Laar, eesti poliitik, ajaloolane

Kindlasti ajalooline ettepanek, kuna tegi kogu NSV Liidu jaoks otsa lahti

Silver Tambur, Estonianworld toimetaja

Hindan tema ( Vello Väärtnõu) tegu väga, ERSP-l oli tollal väga oluline roll Eesti ühiskonnas. Gorbatchov ilmselt kartis seda initsiatiivi, tundub loogiline järeldus.

Murrangulise tähtsusega ettevõtmise algatamise aust ilmajäämise tõttu on Viktor Niitsoo tagantjärele ajakirjas Akadeemia püüdnud selle sündmuse tähtsust vähendada, laskudes sealjuures faktide väänamiseni.

Jüri Lina, väliseestlasest ajakirjanik, Rootsi

Vello Väärtnõu ERSP loomise ettepanek oli väga oluline rahvusvaheline sündmus, sest esimest korda ilmus avalikult kompartei kõrvale alternatiivne pollitiline organisatsioon.

Gorbatchov saatis Väärtnõu Nõukogude Liidust välja, sest Nõukogude võimurid ei suutnud seda sammu taluda. Säärane indiviid ja teisedki ERSP asutamisega seotud isikud otsustati impeeriumist välja saata.

Vello Väärtnõu initsiatiivi ERSP loomiseks oli igati väärtuslik initsiatiiv. Kodanike initsiatiivi pidaski NLKP kõige ohtlikumaks nähtuseks.

Mati Kiirend, dissident

Tunne Kelam, ERSP asutajaliige, ERSP esimees 1993-95

ERSP organisatsiooniline struktuur ja demokraatlik põhikiri said mitmeti eeskujuks järgnevatele parteidele.xiv

Eesti Vabariigi Presidendi kantselei, 2. juuni 2019

Kus on medal ?

Jyri Kraft, kirjutab 2018 aastal:xvi

Andrus Norak:

Minule meenusid aga inimesed kelle tunnustamisest pole midagi kuulda olnud. Näiteks Zivert Zoldin, kelle vabastamist kunagi väga häälekalt nõuti. Või Vello Väärtnõu, Ekke- Pärt Nõmm ja mitmed teised.

Kus on kuldne vabadusrist või esmajärguline valgetähe orden neile inimestele?

Millal kavatsetakse neid inimesi autasustama hakata? Ilmselt on selleks teist järgmist presidenti tarvis..

Toivo Kallas, arhitekt

Võibolla poleks vaja kõike seda enam meenutada, kui meie massiteabevahendeis viimasel ajal poleks tugevnenud tendents tolleaegsete eestlastest kollaboratsionistide tegevust idealiseerida, kujutada seda vaid rahvuse, keele ja kultuuri säilitamise vajadustest tulenenuna.

Eesti Vabariigi kodanikuna oli mul piinlik kuulda või ajalehest lugeda, kuidas meie, lähiminevikus lääneriikide sekkumist “Balti küsimuses” Nõukogude Liidu siseasjadesse tauninud president õpetas möödunud aastal välisvisiidil võõrustajaile meie lähiajalugu. Ma muretsen tulevaste põlvkondade võimaluse pärast olnut objektiivselt uurida, sest võimulolevate kommunistide juhtimisel toimuv ENSV hiiliv taastamine on jõudnud otsaga arhiividesse, kus isikuandmete kaitse sildi all on algamas uus dokumentide salastamislaine.”xix

Valimiste puhul müüdi rahvale piiritletud kogus viinereid.

Eesti inimestel on haugi mälu, see hämmastab mind.

Foreword

Vello Väärtnõu

As a foreword it would perhaps be fitting to set out the reason for founding the ERSP, or rather the problem which at that time made the founding of the ERSP an outright necessity.

I saw in perestroika an opportunity to use it for the good of Estonia, and to do so with the aim of re-establishing the future Republic of Estonia.

But the dissidents give as the reason for my founding the party a need to leave Estonia.

Why not? In that way the opportunity arose to go and study at a university, because under the communist government that opportunity did not exist for me. So the dissidents accuse me of being a bad person because I wanted to study more in life….

I cannot imagine why they were so against my wish to get more education and knowledge after I was expelled. So in my case they held the same position on education as the communists. The one who has shouted about it most publicly is Viktor Tsetverikov/Niitsoo.

My grandfather on my mother's side said that when the Reds occupied Estonia before the war, the biggest shouters and those who sang along were the poluvernikud [half-believers]. At that time I did not grasp the essence of this thought. But now I have noticed that the chronic alcoholic and corner-pisser Tsetverikov/Niitsoo does the same.

While I was at Berkeley University, Prof. Lancaster put forward the thought that I was the only person among millions in the USSR who came up with the idea of breaking up the USSR. It is interesting that the professor did not remark that the fact that I was expelled from the Union had affected my project, the ERSP, badly. He found that it was useful at least in the sense that he and Berkeley University got to know me. For in the 10 years that have connected me with Berkeley, I did not meet a single other Estonian there apart from myself, not even the half-Russian Viktor Niitsoo. I understand that the dissidents resent my having made the ERSP, but in the political sense there were no doers among them. They worked for EVVA and received a salary from there. As far as the ERSP was concerned, I was self-employed. I did it at my own expense and with my own writings.

Is it not shameless behaviour on their part to abuse me after the fact over the ERSP that was handed to them? Instead of thanking me for the political gift made to them, they run me down and abuse me behind my back. Did Eve really think or hope that I would never open my mouth about the ERSP?

At one time Eve Pärnaste got the nickname Nõrgukene [Little Weakling] in Taola, which should characterise her nature well enough, both psychological and intellectual. Perhaps even sexual, because once, when I went with Eve to Aginskoye, I noticed her weakness for a certain person. Oh, that MRP AEG with its weaknesses... In that risky time Taola did a tremendous amount so that today the Republic of Estonia exists. I was told in the West that with my ERSP I brought freedom to Estonia and created the possibility for a new Republic of Estonia to come into being. What is striking is that I was not even given Estonian citizenship when I went to apply for it at the Estonian embassy in Stockholm in 2004.

I find that the dissidents have been extremely helpless in politics; this is shown and proved by the fact that the old uneducated communists came to power again in Estonia. This makes one understand that the Estonian people have the memory of a pike, and that the dissidents, headed by Pärnaste, are falsifiers of history. They should be punished for having helped the communists come to power again in Estonia. Although already before the founding of the ERSP, the MRP AEG was practically unable to do anything in politics.

Another opinion about me, put forward by Jüri Estam, who at that time worked as a journalist in the editorial office of Free Europe, is that Väärtnõu is not intellectual enough to do something like the ERSP. I did not notice that Jüri Estam helped me in making the ERSP project. It is interesting where Estam got his data on my IQ and knowledge.

The most striking thing is that no one writes positively about this deed, but all of them hate my person. In psychology this is called by the word sublimation.

It was pointless to explain my understanding to Eve Pärnaste and the dissidents, who were struggling with all their might to get Moscow to annul the Molotov-Ribbentrop Pact, the MRP AEG. I myself came forward with the proposal and the programme to make a party that would restore independence. Their intellectual limitation in looking to the future was already obvious to me at that time.

In the autumn of 1987 there was no point yet in offering to anyone the idea that moved me to make a party. Not to the dissidents, who were paid money from Sweden for their activities. Not to the people, when in 1987 I spoke in Pärnu with the idea of making a party, because they were demanding white bread and sausage from the communist government. I repeat again: no one at that time was able to come up with the idea of breaking up the USSR.

Many certainly dreamed of it, but no one dared to take concrete steps towards it, not even Viktor Niitsoo and the mother of the Estonian revolution, Lagle Parek, who as a former political prisoner accepted the post of Minister of the Interior.

Ratushinskaya (*a Russian dissident and writer) mentioned this to me, saying that political prisoners should also have ethics. Which perhaps cannot really be said of Lagle Parek. In addition, Parek wrote a petition for pardon to the government, with which she admitted her guilt, and with that the notion of Parek as an ideological political prisoner was reduced to nothing. The money sent from EVVA did not help principles to arise, nor did it help the development of intellect.

And in Estonia there was no person who would have offered the possibility of creating a new independent Estonia. As history shows, the only candidate for that place was me.

Why do I repeat this? Because the people have forgotten it.

That I was expelled is already Gorbachev's merit.

At least Gorbachev appreciated my activity with dignity. Which cannot be said of Estonia.

The same happened to Tiit Madisson, who was expelled, and after which the ERSP was immediately able to give a negative assessment of his person.

One can add here that the MRP AEG died out immediately after my ERSP project and that there was no longer anyone among them who would have offered society new ideas and possibilities in the field of politics. They all rushed at the ERSP.

They simply died out socially, and the money that had earlier come from Sweden for their activities disappeared. So they depended purely on directives arriving from Sweden, in which no initiative for creating statehood was given, and they did not come up with it themselves either. Otherwise they would not have taken the Lutheran church as their friend, because the organisation that had been friendly with the KGB offered them money. So the principle of not collaborating with the KGB's henchmen gave way before the sum of money which the church immediately donated to them. Unprincipled creatures. It seems to be a somehow widespread principle in Estonia that when someone offers money, people are always ready for friendship. At first the MRP AEG had EVVA as its supporter, which fortunately was not in collaboration with the KGB, but later the church and the Christians also suited them as friends, and once again the Estonian people were offered comfort in the form of the Bible and Christian ethics. But where they have these ethics, I cannot really imagine. (About the church one could recall the words of Arvo Pesti, how Christianity was friendly with the KGB and acted for years as its henchman.)

The Buddhists who laid the foundation of the ERSP had been replaced by a church in dirty collaboration with the KGB. So this whole company of the church and the MRP AEG was a useless gang in the restoration of Estonia. They had no idea and no brain trust. Their weakness is also shown by the fact that the communists were more successful and were able at once to push to the front of the new republic. Pärnaste wrote a historical book about the ERSP, but that a couple of lines of interview would be dedicated to the author of the ERSP idea was not allowed by the masters who sent money from Sweden, and certainly also by the Estonian church and the Christians.

In Estonia and in the USSR I was always in the way of certain bodies, such as the KGB, the Artists' Union and even sectarians. Joosep Tammo, who came from among the latter, announced years ago to his sectarian friends that I am a KGB agent. Although his quick trip to Germany to study after his contact with me could be called into question. So I, as a KGB agent, helped him without being aware of it myself.

Later the dissidents, headed by Viktor Tstverikov/Niitsoo, propagated this idea.

This means that my thinking differed from that of others in such a way that they did not really understand my aims and ideas. Then it was easier to give it the label KGB, or it was an attempt on their part to hide their own true nature.

Now that years have gone by, life has shown who does what and how much. The MRP AEG died out immediately after Estonia became independent. Ahonen was the only one who continued his activity by advertising the MRP AEG in the Museum of Occupations. The chronic alcoholic, known corner-pisser and harasser of women Niitsoo is trying to put on paper a history of the new revolution, hiding and denying my part in creating the idea and essence of the ERSP.

a) The idea of founding the party, that is the ERSP, was mine

b) The ERSP programme was made and put on paper by me

c) The international press conference in Moscow was carried out by me, and there the world was told that the communist stronghold, the USSR, was finished and that a new Republic of Estonia was coming into being.

Not a single member of the MRP AEG took part in these activities. Look how much page space is dedicated to me in the book on the ERSP compiled by Pärnaste. When the idea and project of the ERSP were originally created, none of them dared to join in, because coming out with such an idea requires a certain brain capacity and courage, which this company lacked.

And of course a separate chapter is needed for the subject of how the present new Estonian government treats me: exactly the same way as in Soviet times. At the time when I lived in Estonia, the KGB constantly searched my places of residence, but they did not arrest me. The present Estonian government (when I came to Estonia to build a stupa by my Veltsa house) not only searched the house but took me for two days to Pärnu prison, from where I was released at once by a telephone call from the Swedish embassy.

So the present Estonian government suspects me of what? That I am still a KGB agent? They themselves have 30 KGB employees working in KAPO.

The Republic of Estonia as such is a rotten formation, seen from my position. They searched my farm for weapons for two days.

I am already known in the world in Buddhist circles and at many universities, as well as at the Chinese Buddhist Academy and Berkeley University, with which I have been in the closest relations over the last 10 years. I do not know a single international arms dealer, nor do I have any connections with freedom fighters of third countries.

And yet the Estonian police and KAPO searched my farm for weapons. To my inquiry as to why I was treated like this, I received the answer from the prosecutor's office that everything was normal and natural in my being treated in this way. In such an answer one could feel the KGB style.

This is what I was given to understand by the Republic of Estonia, whose foundations I laid in my time. This is the Republic of Estonia in whose name I acted in my time, because even the first idea of creating the republic anew came from me. After my arrival in Stockholm, a month later a panting Marju Lauristin rushed there together with her husband. I asked: were you expelled too? She began to inquire what I intended to do next, whether I was interested in continuing to act in Estonia. I understood that the first little bird had flown in from the communists, and it was clear that at that moment they valued the project I had made very highly. She asked whether I had already set about forming a new government. That was Lauristin's reason for meeting me.

I was together with Ärvi Orula, and of course I recorded the whole meeting in case there was a need to prove to the press that this meeting took place. We talked for about an hour. Then Lauristin rushed back to Estonia, and she had extremely good news to bring them: that Väärtnõu would not form a new government. Although it seemed that she doubted my words to some extent.

On arriving in Stockholm I phoned Eve Pärnaste in Estonia every day and urged her to create the ERSP officially as an acting party together with the people, in order to go immediately to Toompea and drive the communists away. The answer from Pärnaste was that I no longer knew the situation, that I had fallen behind in my thinking and that my understanding was now already rather too limited to understand such a process as making a party. I fell off the sofa at this talk; I had been in Stockholm only 3 days. Finally Pärnaste announced that she did not wish to communicate with me on ERSP matters and slammed down the receiver. At the same time the future president Toomas Hendrik Ilves from Free Europe phoned me several times a day for a month, inquiring and asking about everything to do with the ERSP.

At that time I lived in the Estonian House in Stockholm; I slept at night on the sofa in the office, because in the daytime people worked in the office. When Pärnaste slammed down the receiver, the next day I was thrown out of the Estonian House onto the street. I went to the police and asked where to find a place to live. They recognised me at once, because all the Swedish papers had written about the ERSP and my expulsion. They asked whether the Estonian House did not want to help me. I answered them that I had just been thrown out of there onto the street. The police drove me to a refugee camp on the edge of the city, where I got my first room in Sweden.

So began my life outside Estonia. Later I have travelled the world crosswise, and in Nepal I went to university, which the USSR did not allow me to do. Later I have found many friends at various universities and educational institutions, except the University of Tartu, which treats me even more shittily than the MRP AEG and has always considered me a village mystic and uneducated in Buddhism. Both the alcoholic Mäll, Maret Kark, and the alcoholic Läänemets, who only in 2018 found out that the ERSP was made by me and that I was expelled from the Union. In Läänemets's case this is perhaps excusable, because memory loss is often characteristic of chronic alcoholics. Now, living outside Estonia, I have understood how cultured and intellectual Estonians are, and what a historical memory they have.......

It also seems noteworthy that the Estonian people now already sing to the baton of Mart Helme, a former communist, and in sum it can be said that my respect for Estonia as a republic has vanished. Except for one citizen, namely Endel Ratas, who struck me with his principle when he refused to accept the award offered by the government of the republic together with the communists. Such adherence to principle in a man is worth something.

In the same year when I was arrested in Estonia and my farm was searched for weapons, in the autumn two male citizens arrived in the yard of my Veltsa farm, one was Martin Helme and the other the well-known pusher into parties and government, Henn Põlluaas, who tried to talk a hole in my head so that I would join and take part in the Helmes' party. Now, 10 years later, I wrote 2 letters to Martin Helme, and no answer at all. Politeness, also by letter, is characteristic of an intellectual, but the political company in Estonia has not been especially distinguished by IQ, so both Martin Helme and Henn Põlluaas are and will remain boors.

I refused, because being in one bunch with the old communist Mart Helme was completely incomprehensible to me as an opponent of communism, because I understood that for a long time already the Estonian state has been ruled by unprincipled remnants of humans without ethics and morals, who are ready for anything to come to power. This is the new and free Estonia for me now. Yes, here one could talk about and describe many citizens who abuse my person and hint that I made the party in order to get out of the Union.

One friend of mine said that it is hard to find a more brilliant solution for leaving than a man breaking the foundations of the Union and leaving, but the herd of the envious, who have no dignity, are unable to appreciate the greatness of the deed, because that already requires intellect and education, which there seems to be a lack of in Estonia.

Live in this republic; I went on, and all my projects are big because they reach far into the wide world. For you dissidents what remains is to languish in this

Introduction

In January 1988 the world public was struck by the news of the creation of the Estonian National Independence Party, the first political opposition party in the history of the Soviet Union, whose aim was to restore a free and independent Estonia. The name of the party left not the slightest doubt about its aims, which were formulated at the beginning of the Proposal: "We propose to create the Estonian National Independence Party, whose main aim would be the restoration of the independence and sovereignty of the Estonian national state. Every nation can best stand up for its interests and defend them only under conditions of independence.

Until the independence of the Estonian national state has been achieved again, the Estonian National Independence Party would defend the interests of the Estonian people in the present state situation and would be a national opposition group to the ECP."

The author of the ERSP Proposal and programme was the head of the Estonian Buddhist Brotherhood, Vello Väärtnõu. The Proposal was signed by 14 people: Vello Väärtnõu, Eke-Pärt Nõmm, Ärvi Orula, Eve Pärnaste, Heiki Ahonen, Erik Udam, Urmas Inno, Karin Inno, Endel Ratas, Mati Kiirend, Kalju Mätik, Rein Arjukese, Mati Vilu, Arvo Pesti (21 January 1988)

Väärtnõu announced the proposal to create the ERSP on 30 January 1988 at a press conference for foreign journalists in Moscow, and for the first time Moscow stood face to face with open political opposition.

The historic news of the creation of the first opposition party in the Soviet Union was reported all over the world, including in The New York Times, where on 10 February 1988 Philip Taubman wrote about the proposal of 14 citizens to create the first political opposition party against the communists, mentioning that it had increased Estonians' national feeling and alarmed the ruling powers.

More than 32 years have passed since this epoch-making event, when Vello Väärtnõu, forward-looking and ahead of his time, together with the Buddhists of the Brotherhood, opened the door to freedom and independence in Estonia. 32 years is a sufficient distance for giving a correct and objective assessment of the events of that time. Until now not a single word has been mentioned about the ERSP Proposal, the Moscow press conference, or Väärtnõu as the author of the ERSP and the compiler of the party programme in the Estonian history textbooks of the new era. Väärtnõu himself has not spoken on this subject in Estonia until now either, but in the Western press a number of interviews and articles have appeared in connection with Väärtnõu's Buddhist activities and the ERSP initiative.

The 700-page book "ERSP Aeg" [The ERSP Time] compiled by Eve Pärnaste contains hundreds of interviews, except an interview with the author of the ERSP, Vello Väärtnõu. Pärnaste has not wanted until now to answer the question why she did not consider it necessary to do an interview with Väärtnõu. After all, Eve Pärnaste was the first person to whom Väärtnõu told his idea of creating the ERSP, because Eve was at that time the secretary of the Estonian Buddhist Brotherhood.

So the Estonian historians and Pärnaste together with the dissidents overlook the fact that in great events and turns the most important thing is always the carrying and leading idea. The communists, however, understood the importance of Vello Väärtnõu's initiative, and they quickly expelled him from the Soviet Union, on Gorbachev's personal initiative. Obviously Väärtnõu's ideas were considered dangerous to the ruling communist power. It is time to examine who Vello Väärtnõu is and why it was precisely he who came forward with the proposal to create the ERSP. Was Vello Väärtnõu's activity in this field well thought out or accidental, as Jüri Estam, the Estonian journalist of Free Europe who grew up in America, asked?

Why did neither the Estonian dissidents, nor the heritage protection people, nor any other person in the whole Union come up with the idea of demanding independence, and in such an elegant way at that? What has become of the ERSP, what do those involved think, and how did the proposal to create the ERSP affect Estonia and the Soviet Union? How has the Estonian state recognised the author of the ERSP idea, Vello Väärtnõu, and those 14 people who dared to sign the ERSP Proposal in the depths of socialism?

While collecting opinions for this article, a definite opinion arose that the communists have a plan simply to hush up Väärtnõu's activity and part in achieving Estonia's independence and to erase it from history. It seems that this has been rather successful, and the Estonian dissidents and historians have eagerly helped it along. A new generation has grown up, and one can observe complete ignorance about the economy of that era, the activities of the communists and their repressive policy.

When asked for opinions about the making of the ERSP Proposal, the answers of the Estonian historians (not to speak of foreign researchers) are similar: they do not know the author of the ERSP idea or Väärtnõu's decisive role in founding the ERSP, and there is also no information about the press conference held in Moscow.

The articles are written in a general mood, and it seems that in the authors' view all 14 people mysteriously came up with the same idea at once and made the Proposal to create the ERSP. Such a denial of the idea of initiating the ERSP at the same time points to the importance of that idea, and sometimes also to envy, because at the time when the ERSP proposal was made to the authorities, the Estonian dissidents did not dare even to think of demanding an independent Estonia. The dissidents were busy writing petitions to the tsar; now they demanded a monument for the victims of communism, now they demanded the publication of historical documents.

When Väärtnõu told Viktor Niitsoo (ERSP member from April 88) about the ERSP proposal and asked him to sign the proposal to create the ERSP, he considered it purely a provocation and a suspicious undertaking, claiming that with this project the whole Estonian people would be murdered by the communists. Some MRP AEG members signed the ERSP Proposal at once.

Niitsoo himself briskly joined the ERSP a few months later, when it was clear that Väärtnõu and the Estonian people had not been killed. Lagle Parek (ERSP member from April 1988) also categorically refused to sign the Proposal, telling Väärtnõu that with it he would kill the Estonian people.

In fact the proposal was made to Parek and Niitsoo in Aegviidu, where the MRP AEG was holding its gathering. The two dissidents stood side by side when Väärtnõu offered them to give their names for creating the ERSP. With Väärtnõu there was also a person who likewise heard this accusation of murdering the Estonian people in connection with the ERSP. This vividly shows that being a political prisoner does not give insight into and understanding of politics and social processes, and this was also expressed in their later activities.

The foreign press and politicians in the West, however, understood the importance and historic character of Väärtnõu's proposal. Free Europe held broadcasts of several hours reporting this event to the world. The then Free Europe correspondent Toomas Hendrik Ilves phoned Väärtnõu, by then already expelled to Sweden, several times every day for a month, also congratulating him on breaking the Russian bear's spine. Jüri Estam:

"For Radio Free Europe / Radio Liberty this was of course a bombshell.

With its several dozen editorial offices working in different languages. It was something staggering.

Gorbachev had already been in power for a couple of years, but his reforms and perestroika/restructuring were at first relatively slow to get going. If one looks at the starting period of the so-called velvet revolution in the USSR, 1987 was the first year (if my memory does not deceive me) when more dramatic events slowly began to occur.

Väärtnõu's initiative was the first swallow, or one of the first anyway. The actual development of the ERSP did not gather speed at once either, or so it seemed, and at first we did not quite know what to think of it. Väärtnõu's name was completely unknown in the West, not to speak of the little Buddha Eke-Pärt Nõmm. Heiki Ahonen, Erik Udam, Endel Ratas, Mati Kiirend, Kalju Mätik, Rein Arjukese and Arvo Pesti: we (Western Estonians who followed these matters) already knew these names, perhaps also Eve Pärnaste's, but Väärtnõu and Nõmm, we did not know what to think of these two. And Buddhists into the bargain (exotic then)."

At the beginning of 1988 everyone believed that the communist power, despite obvious failures, was firmly in the saddle and would stay there in future too. Reforms were expected from the enlightened red tsar in Moscow or from the more sensible part of the leadership of the local communist party, because people themselves did not know how to undertake anything. This was also shown by the activities of the MRP AEG and the dissidents, whose steps at that time cannot be counted as politically progressive. Vello Andres Pettai writes in his work "Tuleviku Raamistik" [The Framework of the Future]i:

"The Estonian dissidents tended rather to concentrate their efforts on investigating the historical injustice connected with the integration of the Baltic states into the Soviet Union.

But contrary to the numerous documents and appeals which the dissidents had formulated until then, the manifesto of the Estonian National Independence Party was largely in the style of a real party platform. Although the text was only three pages long, it contained eleven different chapters with a total of 31 points or concrete demands. The main political aim of the programme was the restoration of the independence and sovereignty of the Estonian national state."

Soviet Estonia in the 1980s

In 1944–1990 the only permitted party in the Soviet Union, the "honour, common sense and conscience", in other words the Communist Party, and in Estonia its local branch, the Communist Party of Estonia, ruled. The power of this party rested on the apparatus of the militia and the KGB, the fully subordinated media and the planning committee, and of course on the Soviet occupation army. The party and all life in Estonia were directed by a 135-member Central Committee.

The Estonian dissidents were at that time mainly engaged in writing various petitions and letters abroad, but these actions did not affect local politics.

By the time of the XIX congress in 1986 the Communist Party in Estonia had 109,599 members, the ideological new generation was represented by 167,361 Komsomol members, in addition to the organisations of the Pioneers and the Octobrists. And of course a countless number of non-party fellow travellers.

Who Is Vello Väärtnõu, the Author of the ERSP Idea

In describing and evaluating a person, one proceeds from his deeds, or, as John Galsworthy sums it up: A man is the sum of his actions, of what he has done, of what he can do. Nothing else. Therefore, then, a list of deeds that are visible and audible to all:

The first Buddhist Brotherhood of Estonia, dozens of translated and copied books on Buddhism, Buddhist architecture and art: 5 stupas, a temple, a prayer wheel, thangkas; the Proposal of the Estonian National Independence Party and its first programme, the press conference in Moscow; the first Encyclopedia of Buddhism in Estonian, two international academic conferences; internationally recognised artistic work, the Chinese Buddhist Encyclopedia, Swedish Buddhist Studies. The only Estonian who speaks at Berkeley University in the field of Oriental studies. Has a command of 8 languages.

Vello Väärtnõu's activities describe him as a person with wide knowledge in many fields: history, philosophy, politics, art, the Orient and so on. His activity is usually characterised with expressions such as "the first", "the founder", "the leader" and so on. But when speaking of the Estonian-born and now Swedish citizen Vello Väärtnõu, one must keep in mind that all his activity has always proceeded from Buddhist principles. And that he has never let society or the ruling regime dictate his path and activities.

Vello Väärtnõu was born in 1951 in Saaremaa. In his youth he was very actively engaged in sport, and he learned early to play chess, which he likes to do to this day.

At the age of 17 he tried to escape from the Soviet Union to India to study Buddhism, in which he had become interested already at the age of 11, when he found a little book about Buddhism in his grandparents' house, which later led him on to the library to study the subject of Buddhism.

His Buddhist studies, however, were postponed at 17, because Vello was caught attempting to cross the border in Karelia and was sentenced to three years in prison in Komi under political article No. 89. This attempt ended in a lifelong interest of the KGB in his person and activities.

On returning to Estonia, Väärtnõu was engaged in graphic art and painted, was a member of the youth section of the Artists' Union, and already at that time Sirje Helme wrote about him in the magazine "Noorus" as an artist with a great future. In 1980-81 he gave lectures on astrology and also spoke about Buddhism in Jüri Arrak's studio. Tatjana Elmanovich also took part there, who later practised astrology successfully in the USA and spoke importantly in the newspapers about Väärtnõu as her teacher. Elmanovich also introduced Vello Väärtnõu to Tarkovsky when he was filming his Stalker at the Maardu power station. Heiki Ahonen also came to the lectures a couple of times, so from then on Väärtnõu knew Ahonen too.

To this period (the 80s) also belong contacts with the orientalists and intellectual circles of St Petersburg (Leningrad), a long friendship with the brilliant artist Gleb Bogomolov, and also lectures on Buddhism, astrology and philosophy which Väärtnõu gave to those interested in St Petersburg. In 1982 Vello Väärtnõu was arrested for attempting to cross the state border. Since Väärtnõu had mentioned already years earlier that he would become the head of the first monastery to be founded in Estonia, it was easy for the medical commission to reach a joint decision: in propagating his Buddhist world view, Väärtnõu is a mad Buddhist. The diagnosis of schizophrenia was given by Jüri Saarma, who told him at the commission: understand me…. This diagnosis was officially removed from Väärtnõu on the KGB's order, and he was declared healthy when in 1988 he was expelled from the USSR with Gorbachev's personal signature.

After that Väärtnõu was thrown out of the Artists' Union, the reason given being behaviour unsuitable for a Soviet artist, with reference to an unpaid fine for speeding. The only one who voted against the decision was Heinz Valk, who later apologised to Väärtnõu. Jüri Arrak, however, then became chairman of the painting section and gave up his long acquaintance with Väärtnõu, because the latter had been declared a schizophrenic.

Already then all of Väärtnõu's reading and activities were directly connected with Buddhism and Buddhist philosophy. In parallel with his interest in Buddhism and Taoist philosophy, an interest in Chinese art arose. In those times a growing interest in the cult of Senge Dongma and in the poet and Taoist, the 6th Dalai Lama, could be noticed in the direction of his studies.

Väärtnõu studied for years at the Ivolga Monastery under lamas of the older generation. His favourite philosophers were Nagarjuna, Vasubandhu, Asanga, Dharmakirti and of course the "golden" Yogacara, as Vaartnou calls this school of philosophy, and on the basis of which he later developed his theory of art, "Art as Yogacara."

Under socialism the building of cult objects was forbidden by law, and the translation and copying of Buddhist texts was also a very risky undertaking. The same applied to the practice of Buddhism. Despite the circumstances, in 1982 Väärtnõu founded the first Estonian Buddhist Brotherhood in Tallinn, and with that he practically laid the foundation of the Buddhist tradition in Estonia.

Under his guidance four stupas were built in Western Estonia in 1983–1985, which were the first examples of Buddhist architecture in Northern Europe. The first stupa was erected under Väärtnõu's guidance at Jüri Arrak's summer home in Pangarehe. Those who took part in the building were the artist Jüri Arrak, Urve Arrak, Jaan Arrak, as well as the man of letters Jaanus Tamm and Vigala Sass, who was known among the people as a healer and a follower of the native religion.

Under Väärtnõu's guidance Taola translated and published Buddhist literature, made the first Estonian thangkas (sacred images) and Buddha statues and performed the first Buddhist rituals. Arno Arrak, Jüri Saard and Tõnis Promet worked in Taola; each of them had his own dwelling in Taola and a field of Buddhism in which he specialised. At various periods Boris Saabas and Peeter Kaasik also lived in Taola. Among others, Tiina Hallik, Anu Rootalu, Enn Jaanson and Eve Pärnaste were engaged in translating.

Throughout its activity Taola was a popular meeting place among Buddhists and many cultural figures, including from Russia and abroad. To obtain literature from the West, acquaintances from abroad were involved, who on order carried Buddhist literature there by the suitcase. The Finnish writer Harri Sirola wrote articles about Vello Väärtnõu in Finnish newspapers, and relying on Väärtnõu's stories he later, in 1991, published the novel "Kaksi kaupunkia" [Two Cities]. In his novel Sirola also mentions that in Tallinn prison (Patarei) Väärtnõu made his cellmates write notes, while he himself read to them the basic truths of three world religions: Buddhism, Christianity and Islam. According to Väärtnõu, his cellmates took notes diligently, although hardly did they understand 100% of the material, but in general there was order in the house.

Buddhist knowledge in Taola was shared by Vello Väärtnõu; the linguistic basis was helped to be developed and shaped by the famous linguist Pent Nurmekund, founder of the Oriental Studies cabinet of the University of Tartu. Unlike the other Tartu orientalists of that time, Nurmekund showed tolerance towards Buddhists; he taught the Taola people Old Mongolian every week for 2 years in a row and categorically refused to take money for it. When the Taola people gave him a warm jacket as a thank you, it went instead in exchange for books.

In addition to the language courses held in Taola, people also went to study at the Tallinn language school, and independent study and activity were obligatory. The Taola company together with Eve Pärnaste also visited Väärtnõu at the Ivolga Monastery in 1986.

To found a monastery a farm was also bought in Läänemaa, and the project for the future monastery was made by the architect Leonhard Lapin, which is the first project of its kind in Estonia. The books copied and bound by hand by the Taola people (samizdat) were for most Estonians interested in Buddhism the only available sources on Buddhism. Väärtnõu is also the compiler of the first Tibetan language textbook in Estonian. The members of the Buddhist Brotherhood were outlaws in communist-ruled Estonia, since no one officially recognised Taola. On the other hand, the constant presence of KGB cars in front of the house belonging to Taola and the searches at Väärtnõu's home hinted that the official system was eagerly following all of Taola's steps and words. Taola was actively at work until 1988, when Väärtnõu was expelled from the Union for creating the ERSP.

In creating the ERSP, Väärtnõu was helped mainly by the members of the Buddhist Brotherhood: they were the only ones who printed, copied and distributed leaflets and did other revolutionary activities. Since the Christian church lived together with the KGB, the Buddhists, according to Väärtnõu, were therefore the cleanest lads to make the ERSP. The Estonian Buddhists were the first in Soviet times to break the foundations of the communist state openly and effectively. Arno Arrak, Jüri Saard, Tõnis Promet, as well as Tiina Hallik and Anu Rootalu, who were active in Taola at that time, were the ones who made their contribution to founding Estonian Buddhism and helped to create the ERSP at a time when the dissidents categorically refused to help.

For comparison one can mention here the Estonian Lutheran church and other Christians, whose collaboration with the KGB later shocked many Estonians when the KGB archives were obtained. Years later Arvo Pesti said that the greatest shock of his work in the KGB archive was learning how total the church's submission to the KGB had been:

"At the end of the 1950s the ecumenical Council of Churches was formed. A table of clergymen compiled in the KGB has been preserved in the archive, headed by Archbishop Jaan Kiivit (archbishop of the EELK in 1949-67): name, date of recruitment, agent's name and short special remarks. There are about a hundred names in the list, the boxes filled in for all of them. Only behind the name of a newly appointed Tartu pastor is it written, instead of the date of recruitment, that «work is in progress.»ii

Time to Create One's Own Party

In August 1987 the Hirvepark meeting took place, where the publication of the MRP pact was demanded and permission was asked to erect a monument to the deportees.

On 7 November 1987 Vello Väärtnõu came out publicly with the idea of creating the Estonian National Independence Party at a gathering in Pärnu, saying that it was necessary to create our own party and take power from the communists, because it was pointless to ask the Red Party for smoked sausage and bread; one has to make it oneself for oneself. His talk in Pärnu was considered provocative.

Vello Väärtnõu:

"When Hirvepark was held and the MRP AEG said that the MRP pact had to be made public, I thought: why do they want to force the government to publish a secret pact, since that is not a political step? It was an attempt by timid people to ask the authorities to admit the existence of this pact. From their step it came out that the MRP respected the communist government. Such an approach does not change anything; a concrete political step must be taken, not a talking shop. I found that the MRP AEG group, for lack of a brain trust, was not able to carry out and demand independence for Estonia from the communists.

It was clear to me that the idea which would save this whole Estonia trampled down by the Reds, in the given political situation, was to form officially and publicly an opposition party against the communists. For this one does not need to go to the Communist Party to ask their permission; rather, when I announce the idea to the international public, they cannot do anything to me.

Therefore I decided to hold a press conference for foreign journalists."

Since perestroika was under way and the opinion of Western society was very important, Väärtnõu took precisely this into account. If he had made the party just somewhere behind a corner, he would simply have been locked up or killed, but since the Soviet leadership feared the Western press and Western public opinion, it was a very wise choice. Vello Väärtnõu's step (the ERSP) was political and came to Moscow like lightning from a clear sky; Moscow was not ready for it.

At the end of December 1987 Väärtnõu wrote a programme of what the Estonian state should look like on the principle of free trade: not to let communists into politics, to punish top communists for collaboration with the occupation authorities. His idea was later to make use of Russia and to be an intermediary to the West, but the Estonians were not able to understand this, either at that time or now. Proceeding from the present political situation, it would have been profitable for Estonia to be Russia's friend, and all those Russian oligarchs would have done their business through Estonia. Väärtnõu's activity forced Russia into a deadlock in the political sense, because the whole of Western society had already formed a position towards Russia, and Estonia would have had a very good opportunity to begin mediating trade and business between Russia and the West at state and government level. With this Estonia would have earned itself a lot of capital to develop its statehood. Estonia would have had a favourable opportunity for this.

Vello Väärtnõu:

"I spoke about this thought already at that time to Nõrguke (Eve Pärnaste), but she shrieked back that this must not happen under any circumstances.

We, Estonia, have as our neighbour a fat and rich and greasy piglet, Russia; why not cut a piece out of it? A rich neighbour has to be made use of. I would have concluded fuel supply contracts with Russia 30 years ahead on terms favourable to Estonia, and Muuga harbour would have flourished. But not with America, because America gives us nothing, only guns and missiles, and we pay for them. From Russia it could have been had for free; this would have been a thousand times more profitable for Estonia economically. Because you cannot buy food with freedom, but with money you can. Since economic chaos reigned in Russia, intermediary trade organised by Estonia at state level would have been profitable for Estonia.

I thought about the economy when everyone was shouting about freedom. First of all I made a programme. I put the questions as to what the Estonian state must do, and on that basis I wrote the programme. I am not a friend of dictatorship as Päts was. I would have been a friend of Russia in delivering goods to the West, and this would have filled the Estonian treasury with money. One should also take into account that Russia has missiles, aircraft carriers, powerful fighters, bombers; we do not."

The Idea Is the Most Important Thing

Here a widespread error must be corrected, namely that the MRP AEG and the ERSP were completely separate things. Väärtnõu has never belonged to the dissidents, as several articles claim, and also Mart Laar in his writings. When Mart Laar was asked where such an opinion came from, he thought he had probably heard it from someone, but he does not remember from whom exactly. This is only one example of how history and history books are written in Estonia. None of the dissidents dared to go to Moscow to the ERSP press conference when Väärtnõu offered it to them; this shows well how brave the dissidents were. The most important thing is the idea; the construction is built around it, and then people are needed who carry the idea out.

Vello Väärtnõu:

"I already had the ERSP programme when I went one evening to Nõrguke (Eve Pärnaste), since Nõrguke was still the secretary of the Estonian Buddhist Brotherhood at that time, and told her that now we would start making a party.

The same evening we drove to Erik Udam's, and I told Udam that a party had to be made so that Estonia would become independent, whereupon Erik lit a cigarette, something he had not done for 20 years. I explained to Erik that independence and the Republic of Estonia had to be proclaimed, because the Soviet Union was economically at rock bottom, since for 4 years it had already been buying grain for gold. That this fact was what put Andropov in hospital, and that this was the best time for us to act.

Erik signed the proposal at once ..."

14 People Wanted the Republic of Estonia

After that Väärtnõu drove around Estonia for two weeks looking for people who wished for freedom, independence and a new bright future for Estonia, people who would agree to sign the ERSP Proposal. He found only 14 people out of 1.5 million who wanted the Republic of Estonia.

Most people refused to sign the text of the proposal, including the communists, who also fought for the Republic of Estonia, as they proclaim nowadays. In all, Väärtnõu got 14 people who wanted the Republic of Estonia. Estonia has 1.5 million inhabitants, and there were no more people who would have wanted an independent republic. Eve Pärnaste came to be involved in the ERSP activities simply because she was a Buddhist at that time and the secretary of Taola, so she had to handle party matters as well. At the time when Väärtnõu was in Estonia, Pärnaste did what Väärtnõu wanted and told her. When Väärtnõu was expelled, Pärnaste began to act according to the dissidents' notions. Since the dissidents had no insight into politics, they were able to get the party ready only half a year after the trip to Moscow.

Unlike Väärtnõu, who did all his political activities with his own personal money, the dissidents did their activities with money received from EVVA in Sweden. That is a big difference.

According to Tiit Madisson, the Freemasons were already bringing money to the dissidents in Soviet times.

Vello Väärtnõu:

"When I arrived in Stockholm after the expulsion, an EVVA meeting was held there, led by Jaak Jüriado, where I heard that EVVA's annual budget was several hundred thousand crowns a year. Of this, 300,000 went on coffee that was sent to the dissidents in Estonia. I said at the EVVA meeting in Stockholm that under coffee bought for 300,000 crowns the whole Estonian KGB could have been buried. That means spending on average 1,000 crowns a day on coffee over a year? In 3 years I drank Finnish coffee at Eve Pärnaste's twice. This shows how large sums of money Jüriado lost. As the Estonian abroad Aleks Miilits told me (we were good friends, Aleks Miilits and I; he was the BBC correspondent in Stockholm), the KGB discovered that boots and clothes had been sent to Parek from the West in return for their giving information about what was happening in Estonia.

Which in itself was of course worthwhile work and the only thing that helped lead the people's minds away from the red flag. To be honest, one can say that the dissidents were underpaid for their work; what is more, they sat in prison. So the rich Estonians abroad could also pay for their old people's home."

At That Time No One Held a Press Conference Just Like That

Everything was strictly regulated and guarded, and the offices of the Western press were located only in the capital of the Soviet Union. The irony was that, apart from some self-published collection, Väärtnõu would have had no other place than Moscow to proclaim the ERSP and independence.

In the articles published in Estonia, the course of events in organising and holding the press conference has been mixed up. Without dwelling at length on these descriptions, whose writers seem to know even the clothing, character and behaviour of the participants in Moscow, it is time to examine how the press conference and its organisation actually happened.

Vello Väärtnõu:

"I began to organise the press conference in Moscow. Ärvi Orula and I went to Leningrad to meet a person who helped organise the press conference in Moscow, thanks to the assistance of the then press officer of the United States embassy in Moscow. I went to Lenska [Leningrad] to meet this citizen, and the KGB was on our heels. In order to get rid of them we raced around Lenska in the car, and then near the Pulkovo hotel I jumped out of the moving car on a bend and rolled into a snowdrift beside the road. So that the KGB could not track where I was going. Ärvi, who was driving me in Leningrad, was at once chased by 2 KGB cars, which did not notice that there was now only one person in the car. But Eve Pärnaste wrote later that the citizen who went to arrange the press conference matters and who jumped out of the car was Eke-Pärt Nõmm. Nõmm did not know any details of this because I did not trust him.

I went and said what I had to say, and the date, time and place of the press conference were agreed. Then I came back to the Pulkovo hotel, where Ärvi's car stood between two KGB cars and Ärvi was arguing with them about whether there had been another man in the car or not. Ärvi claimed to them that his friend had already got out earlier, as they themselves had seen, and wondered how they had not noticed it. I said it was pointless to talk with the KGB, and we went away. The KGB realised that I had made my moves."

January 1988

On 5 January 1988 the bureau of the Central Committee of the ECP approved a concrete plan of countermeasures against nationalist outburstsiii:

"....to expose and criticise the predatory nature of the Estonian bourgeoisie and its allies, the initiators and executors of the white terror, the essence of the slogan of bourgeois Estonia's independence: 'For some independence, for others the yoke,' the real results of 20 years of rule by the Estonian bourgeoisie, the reactionary figures of bourgeois Estonia, the myth of the prosperity of bourgeois Estonia, the collaboration of the Estonian bourgeoisie with the fascists, the activities of the Forest Brothers, and the falsifiers of the history of Soviet Estonia".

On 14 January Vello Väärtnõu and Ärvi Orula were in Võru on ERSP matters. They met M. Vilu and A. Saar and received from them support in principle for the idea.iv

On 17 January Väärtnõu took the leaflets to Võru

On 27 January the CC of the ECP informed the Central Committee of the CPSU with secret letter 09-031 of the countermeasures being applied to manifestations of nationalismv

On 30 January Väärtnõu held a press conference in Moscow for the accredited foreign newspapers and publicly announced the founding of an opposition party with the aim of restoring a free and independent Estonia.

On 30 January the Proposal to create the ERSP was read on Free Europe by the editor T.H. Ilves.

The Journey to the Press Conference in Moscow

On 28 January at about 5 in the evening Väärtnõu, together with Nõmm and Orula, set off from Tallinn with the papers, in order to be in Moscow the next day, because the press conference was to be the day after that. The journey went along the Leningrad highway, and Ärvi Orula was at the wheel. On reaching the militia post at Maardu, 3 black KGB Volgas had been driven onto the road in front of them, so they knew that the men were going somewhere. The KGB ordered them out of the car, put them in different cars, and together they raced back to the police station near the Tallinn cellulose factory, where they were separated from one another.

The KGB investigator Roos asked Väärtnõu where he was going, whereupon Väärtnõu said he did not have to answer this question because he did not want to earn money for him; he had to earn it himself with his own work and sweat. To this the KGB man Roos said that he knew Väärtnõu through and through and also knew what he was capable of. Then it is good that there is no need to say anything, Väärtnõu answered, because what could be better than the investigator knowing the person investigated completely. A few minutes later the door opened. A KGB man came in and announced that there was nothing in the car. Roos asked where the papers were. To this Väärtnõu replied that he would not say, because honestly speaking he did not know what papers they were looking for, and that he had his passport and licences if they wanted to see them. Roos ordered the car to be searched again and the panels taken apart. The papers, meanwhile, were in the thermos he had brought along, rolled up inside the partition.

No one but Väärtnõu knew about it. He announced that he wanted to drink coffee, and so the thermos was with him on the investigator's table the whole time, so that he could drink coffee freely. They were held by the KGB for 4-5 hours; Ärvi and Eke were also asked about the papers, and finally they were let go. Passing Leningrad, the company headed for the Moscow highway, and the KGB was following them again. They reached Moscow around noon and spent the night in different places. Here an incident must be mentioned which only two people knew about at that time, and which shows how thoroughly Väärtnõu had thought out the whole process and whom he trusted.

Vello Väärtnõu:

"Only I and my friend Enn Jaanson knew the place where the press conference would be held. I agreed with him that he would travel to Moscow in parallel with me with all the necessary documents and papers (copies). I had arranged a meeting with him at Mayakovsky Square. No one but the two of us knew about all this; it was the guarantee and safeguard in case I was arrested. We had agreed that in that case Enn would hold the press conference, because unlike the others Enn knew English. We had agreed with Enn on 3 sightings of each other at Mayakovsky Square. First, when I arrive in Moscow and drive past Mayakovsky Square, Enn sees and waves his hand. (Enn was in Moscow before me, having come by train.)

Second, when I am already driving to the press conference. Third, when I am driving away after the press conference has been held. That is exactly what happened. Enn never told anyone about this mission, not even the people closest to him, because we had such an agreement. Now they will no doubt be amazed reading this story."

The next morning, the day of the press conference, Orula and Nõmm came to fetch Väärtnõu, and they drove past Mayakovsky Square, showing that they were going to the conference; Enn waved. If they had not come, Enn would have gone to hold the press conference himself. Orula and Nõmm knew nothing about Enn being in Moscow, because Väärtnõu reckoned with the possibility that they might be arrested.

Ahonen, Pärnaste, Orula and Eke-Pärt Nõmm knew about the press conference. That Nõmm was a KGB informer Väärtnõu learned later from Colonel Roos, when he talked with Roos in the Rannamõisa café about the circumstances of the death of Punapea [Redhead] (Tiina Hallik), accusing the KGB of killing Tiina Hallik. Väärtnõu promised Roos there that when Estonia became free, he would be brought to trial. After Väärtnõu's expulsion in February 1988, Enn Jaanson was killed by the KGB a month later. He was poisoned.

The Press Conference for Foreign Journalists

Since Väärtnõu had no access to the local press (radio, television, newspapers), he used the Western press and media to bring the ideas of freedom and independence to the people. On 30 January 1988, under Väärtnõu's leadership, a press conference was held in Moscow to show the Western world the disintegration of the stronghold of communism, the USSR, and to demonstrate the community of Buddhists working in Estonia as its catalyst. About the Moscow press conference and what was said there, only those who were present know: Väärtnõu, Nõmm, Orula and of course the journalists together with the ABC television company, which filmed the whole event.

On arriving at the place of the press conference (it was held in a flat), two militia cars were already in front of the house and four KGB cars waiting at the corner. About 20 journalists were already present in the flat, and more people kept coming. The fact that the journalists were already there beforehand proved to be a protective circumstance for those making the statement. Namely, militiamen came to break down the door, demanding to be let in: "otkroite, militsia!" [open up, militia!] Presumably the KGB had given the order to arrest everyone. Why the militia? Because the journalists were there, and the KGB did not want to show itself but directed the militia.

The situation was already growing dramatic when a shout was heard from the stairs: "kinokamera idyot!" [the film camera is coming!] and in marched the ABC cameraman, a big light burning in front of the camera. The militiamen fled, and at 10 in the morning the press conference began.

Vello Väärtnõu:

"I introduced myself to the journalists and said that I had an important announcement for the Western press concerning relations between Russia and Estonia. I took from my pocket the paper that was our manifesto (Kalju Mätik had translated it into English). I told them that Estonia had been occupied for 40 years and needed independence, which it would get anyway, because the SU was at rock bottom, because the communists had ruined the economy.

I explained that when an empire collapses, the small regions that are left on their own usually suffer. Like a ship which, when it sinks, drags others down with it. Estonia is fairly developed compared with the other union republics, and therefore it is easier for Estonia to move onto the Western market, and in addition Tallinn is historically one of the cities of the Hanseatic League. In a word, I explained why it is more profitable for Estonia to be on its own. Then they began to ask questions: did I mean it seriously, and how did I want to come to power.

I answered: through elections, openly, whereupon the journalists said that this was not possible. I said that today we all gathered here at the press conference and we were not arrested, so it is possible. Every first time is unbelievable; I use the empire against itself, because the nature of communism is inflexible. Most of the Politburo had seen the tsar and gone to school in that time, and what the empire had come to was incomprehensible to them. Stalin and Beria were dead, as were Molotov and Malenkov, and Gorbachev held the helm of the state. But since he was not far-sighted, he did not realise that the communist empire would begin to be demolished so quickly.

After that we distributed the manifesto of the ERSP Proposal to the journalists together with our contact details"

In all the press conference lasted two hours, and when it ended the journalists literally rushed out at frantic speed into taxis that had been ordered in advance, to bring the world the message of the ERSP proposal, the opposition party against the communists and the demand for Estonia's independence. The trio who had presented the proposal also left.

They drove again past Mayakovsky Square, where Enn saw them, understood that the press conference had taken place, and went back to Tallinn. Exactly as had been agreed beforehand. Väärtnõu, Orula and Nõmm drove back to Tallinn, the only difference being that they were escorted by three black KGB Volgas, one in front and two behind. Eke and Ärvi worried nervously, thinking they would be killed on the way, but Väärtnõu answered that those KGB men were in fact protecting them so that nothing would happen to them. It would have been a terrible disgrace for the Soviet Union if something happened to them after a public press conference. In the time of perestroika, when the Soviet Union wanted the West to understand it, they would never have dared to do it. What Väärtnõu, Orula and Nõmm did was a sensation, and by then all the newspapers were already writing about their press conference.

The Tartu Peace and the Anniversary of the Republic

In the early morning of 2 February the bus driver Sivert Žoldin was detained by the militia on Mooni Street in Tallinn, and about 400 silk-screen leaflets dedicated to 24 February were taken from him. On 2 February the militia detained Vello Väärtnõu in Tartu to prevent him from speaking at the celebration of the Tartu Peace.

The Tallinn Executive Committee refused the application of V. Väärtnõu, E.-P. Nõmm, E. Pärnaste and Ä. Orula to hold meetings on the territory of the city on 24 February 1988.vi

On 11 February Vello Väärtnõu was expelled from the Soviet Union

Vello Väärtnõu:

"A couple of days after the press conference in Moscow, Philip Taubman, the correspondent of The New York Times, who had arrived in Moscow and was looking for me, phoned Natali (Väärtnõu's wife). Taubman came to Tallinn, and an interview of several hours was done in our home; Ärvi Orula was also present."

Väärtnõu told Taubman what his plans were in connection with the party and about the situation in the Union. The article appeared on 10 February in The New York Times.vii

After arriving in Tallinn, Väärtnõu at once began to organise the making of slogans and continued printing leaflets about the ERSP, in order, so to speak, to rouse the Estonian people to awakening.

The Leaflets

On the eve of the 70th anniversary of the Republic of Estonia, Taola organised the printing and mass distribution of anti-Soviet leaflets. The whole of Estonia was filled with leaflets calling on Estonians to fulfil their civic duty and to stand up against the communists and the Soviet occupation.

By the time the trio arrived in Tallinn from Moscow, all the radio stations around the world were already trumpeting Estonia's wish to separate from the Soviet Union. The Estonian media was of course silent about this initiative and about the press conference, but the news spread through foreign channels. The Voice of America and Free Europe also broadcast from morning to evening that the ERSP was being created.

Väärtnõu together with the Taola people made thousands of leaflets, and they were distributed all over Estonia. Tiina Hallik and Anu Rootalu also helped in this, as well as helpers from Võru. The KGB and other figures went from house to house collecting the leaflets. In connection with distributing the leaflets Sivert Zoldin was arrested, who was caught stuffing leaflets into a letterbox, and a slanderous article about him appeared in the newspaper. This man should have received a medal from the Estonian state, but as with many others, his activity has been hushed up and forgotten. When Väärtnõu asked the MRP AEG to help print leaflets, absolutely all of them refused to help, saying they would be locked up. When Väärtnõu answered that he too could be locked up for it, they told him: this is your undertaking, you know yourself what you are doing.

Vello Väärtnõu:

"...one late evening an old man arrived at Taola (the house of the Buddhist Brotherhood in Kadriorg) and asked where he could find Väärtnõu. I answered that it was me, and I asked what business had brought him; the old man answered that he too wanted to help make the party. He explained that he came from Võrumaa and had heard on Free Europe the news about the creation of the ERSP, which shook him to the bottom of his soul, because he himself had no longer even hoped to hear anything about Estonia's freedom and independence. At this news he had hitchhiked to Tallinn, where he phoned Eve Pärnaste to get my address. So he came to me at Taola. I offered the old man tea, and we talked until midnight. Later he actively helped with the organising and went out distributing leaflets. This man is worth a medal; it is a pity I no longer remember his name."

In the matter of the leaflets Väärtnõu found a solution himself without outside help: he wrote the text for the leaflets himself and printed them by silk screen. Since it was not possible to print in Taola (the house of the Buddhist Brotherhood), because a KGB Volga stood constantly in front of the house, a place had to be found around which one could move freely to bring and take things. The best solution seemed to be a petrol station, where hundreds of cars come every day. Having agreed on this with an acquaintance from the Lasnamäe petrol station, thousands of leaflets were printed at the petrol station. Besides Arno Arrak, two men from Võru came there to help print leaflets, who turned out to be braver than the dissidents; one of them was Ain Saar.

Ants Pindis:

"...that same night (17.01.88), while at work, I retyped the Proposal for creating the Estonian National Independence Party on my portable typewriter, now already with 14 names. The next morning at my place M. Vilu was the first to sign it, and V. Väärtnõu and Ä. Orula drove off. We gave them the next part of the political developments in Võru, written by M. Vilu and me together. Like the first, this too was read on air repeatedly and personally by the head of the Estonian desk of the radio station Free Europe, Toomas Hendrik Ilves. On this last occasion they also brought the famous "anti-Soviet" leaflets with them. On 2 February a criminal case was opened with great media noise concerning the distribution of the leaflets, which, however, later quietly died down.

In my opinion the text of the leaflets was too crude, and therefore I did not take part in distributing them. Of the club members, as far as I know, A. Jäger and A. Tamra distributed the leaflets made on V. Väärtnõu's initiative.viii"

The Tartu Peace

In connection with the anniversary of the Tartu Peace, Väärtnõu prepared a long speech, which he was to read out in the university assembly hall.

On the way to Tartu, Väärtnõu's car, in which Orula and Nõmm were also sitting, was stopped by the KGB. Since the KGB had no warrant for their arrest, they were all taken to the Paide militia station, where a prosecutor in a dressing gown was brought, who wrote a warrant for Väärtnõu's arrest and search. The car was searched, and since nothing was found, they were let go.

Väärtnõu was arrested in Tartu towards evening at the moment when he began to move towards the university from Lagle Parek's flat in Tartu, where he had been sitting all morning waiting for the evening appearance, going in between once more to Jüri Adams's place on ERSP matters.

As he stepped onto the street, a militia car raced up beside him and they asked: Väärtnõu? No, I am not, Väärtnõu answered. A moment later a second militia car also arrived, and he was dragged into their car. Väärtnõu was taken to the Tartu militia station, seated in the chief's room, where there was a television, and asked whether he would like tea. To the question of what the matter was and why he had been detained and brought there, the answer was that the order had come from Tallinn that Väärtnõu was to be detained at any price and must not get into the university assembly hall; let him sit detained until the event is over. In another room Erik Udam sat in the same way.

The text written by Vello Väärtnõu was read out in the university assembly hall by Eke-Pärt Nõmm, to whom Väärtnõu had earlier given the instruction to read out the speech he had written, in case he himself was arrested. Articles published in the Estonian media, however, claim that the author of the speech given at the university was Jüri Adams or Eke-Pärt Nõmm, which is false.

Väärtnõu's Meeting with the Scholars

"I went to Sakala to meet the scholars to talk about the ERSP and our plans. There someone sitting next to me in the hall asked: do you have arguments for what you are doing with Estonia and with the ERSP? Yes, I answered, I have every right and even a duty to speak here, I answered, since my grandfather and father were citizens of the Republic of Estonia, that is, I too am a citizen of the Republic of Estonia. As we know, on becoming a citizen one gives a pledge to be loyal to the state and to defend one's state if necessary. I was told from childhood that, owing to legal continuity, I too am a citizen of the Republic of Estonia and that the citizen's oath extends to me too, I explained to the questioner.

That my parents and grandparents were honest and decent Estonian citizens I was also told by the KGB investigator Movchan, who said that I grew up in an anti-Soviet family and am the product of my family; and that genes influence me more than Soviet education and propaganda. Unfortunately the present Republic of Estonia discovered that I have no parents at all.

After the expulsion, when I went to the Estonian embassy in Stockholm wishing to obtain Estonian citizenship, the embassy employee and also the ambassador claimed to me that there was nothing in the Kuressaare archive about my parents and grandparents, and therefore I supposedly had no right to Estonian citizenship, because I could not prove my origin in any way.

The present Republic of Estonia finds that I do not belong to Estonia and have no connection with Estonia. This can be seen in Estonia's new history: they have forgotten me. On leaving the embassy I found that I would have to be underdeveloped if I wanted to be a citizen of such a state together with those who praise the present communists.

I am ashamed that I made the ERSP, which the MRP AEG together with the Estonians abroad shot down.

From the Academy of Sciences house on Sakala Street I was taken away by the KGB before I could start speaking and take part in the debate with the scholars. So the right to speak that was meant for me was taken from me."

The Expulsion

On the morning of 10 February Väärtnõu was having breakfast at home with Natali (Väärtnõu's wife) and Enn when there was a knock at the door and 6 KGB men came in, ordered him to hand over his passport and announced that he was being expelled from the Soviet Union.

To this Väärtnõu asked: when he wanted to leave at the age of 17, he was put in a northern prison camp for 3 years, so why had they only now thought the matter through for themselves?

Then Väärtnõu was taken to some building in the Old Town, where his passport was taken away and a scrap of paper with a photo was given in its place. After that he was driven straight to the airport and sent on the first flight to Moscow. Since Väärtnõu demanded that Natali and Eke-Pärt also be taken along, a couple more people were taken off the plane, so they too got onto the flight.

In Moscow Väärtnõu was taken to the Swedish embassy, where he was kindly received and told that they already knew about him and his doings in Moscow. There he met Dag Hartelius for the first time, who was at that time the first secretary of the Moscow embassy. Through his mediation Väärtnõu received a Swedish residence permit in 10 minutes, without ever having set foot on Swedish soil. Hartelius also waited for him at the airport the next day and personally saw him to the plane, to be sure that Väärtnõu reached Sweden.

Vello Väärtnõu:

"I flew to Sweden on the Moscow-Stockholm plane. At Arlanda airport a large crowd was waiting, including Estonians abroad, who joyfully waved little blue-black-white flags and said welcome to the free world, and afterwards pitied me: look, a repressed man, and shaved bald too. I had to disappoint them: I have been without hair for a long time already because of Buddhism, not because of opposition to the state."

At the press conference at the airport Väärtnõu got to know the Estonian abroad Alex Miilits, who was at that time the BBC correspondent in Stockholm and who later also made a two-hour live broadcast with Väärtnõu for the BBC. From the airport Väärtnõu was taken to the Estonian House, where a meeting with the local Estonians abroad took place and Carl Bildt gave a speech. As Väärtnõu says, Jaak Jüriado led him around Sweden like a sheep over the following couple of weeks to speak at various meetings, which culminated in a large gathering in the Stockholm City Hall to celebrate the anniversary of the republic, where he gave a speech and Carl Bildt also spoke with a greeting. After Väärtnõu arrived in Stockholm, the editor of Radio Free Europe, Toomas Hendrik Ilves, phoned him at the Estonian House repeatedly over a month, several times a day, congratulating Väärtnõu and saying that he had broken the Russian bear's back.

The question arises whether T.H. Ilves was already thinking of the Estonian president's chair when he questioned Vello Väärtnõu on the subject of the ERSP and a free Estonia.

Väärtnõu lived for a month in the Estonian House, and then the Estonians abroad threw him out of there, the reason being his talk with Jüriado at the EVVA meeting about sending money to Estonia, and because Jüriado took money from the papers for himself when they did interviews with Väärtnõu. Väärtnõu learned this later from Alex Miilits.

In March 1988 Marju Lauristin came to Sweden together with a male citizen to meet Väärtnõu and to talk with him about Estonia's future. Lauristin's main question was whether Väärtnõu was already forming a new government. Since the communists did not know what was going to happen, they evidently feared direct state repressions which the ERSP might have undertaken against them.

But Väärtnõu refused to talk about the matter, because being in power did not interest him. Since Lauristin was and is a communist, it was hard to find a common subject. Several people took part in the meeting, which Väärtnõu recorded for himself, among them Ärvi Orula, who now lives in Australia. After this conversation in Stockholm, the Popular Front was formed at the end of April 1988.

Vello Väärtnõu:

"After the expulsion I phoned Nõrguke constantly for weeks and told her: get the party made. But Nõrguke announced importantly that they would carry the matter forward in their own way, but not in my way; she had no need of special units. They knew how and what to do. I asked: if you did not know at the beginning what to do and how to make Estonia independent, then how did you come up with it now? At this she slammed down the receiver, and afterwards she no longer took my calls. In the same way T.H. Ilves from Free Europe phoned me constantly. Already then an aversion to all this arose in me."

Then suddenly the calls to Stockholm stopped; it seemed that someone had decided there was no point in dealing with Väärtnõu any more, and thereupon Väärtnõu was also thrown out of the Estonian House. When Tiit Madisson arrived in Sweden, a flat was bought for him at once. Consequently the Estonians abroad valued Madisson's action more than the international press conference about the ERSP. It seems that both Estonians and Estonians abroad like mass events more than ideas, parties and politics, not to speak of independence.

Strange as it may be, after Väärtnõu's ERSP proposal there was not a single group in Estonia which at that time would have been able to come out with the idea of Estonian independence. Looking at how history is now treated in the press and in books, how everyone was, so to speak, undermining from within and in secret, it seems as if Väärtnõu had gone to hold the press conference in Moscow together with Arnold Rüütel....

Vello Väärtnõu:

"It is striking how the Estonian people love stupid communists; I am ashamed of the Estonians. They gave the initiative to the communists, who had old connections and the state finances in their hands, and so the party was made only 6 months later. I made the party, and after that they jumped into the boat I had made and began proudly to row.

After my expulsion Bush and Gorbachev met in Yalta, where it was agreed that the Soviet Union would not be broken up, the structures would remain the same, and there would be, so to speak, communist capitalism."

On 20 August 104 people founded the Estonian National Independence Party in Pilistvere.

The MRP-AEG had by then merged completely into the ERSP, and the MRP-AEG Information Bulletin soon ceased to appear as well.

The ERSP Congress of 1989

When Väärtnõu came back to Estonia for the first time, he went at once to visit Pärnaste to talk about party matters. Pärnaste told him that everything had been done and organised and the party was preparing for a triumphal march against the government. From this talk of Pärnaste's one could understand that the ERSP no longer needed Väärtnõu, but that she could take Väärtnõu on as a member: that Väärtnõu had fallen behind the times in the political sense and supposedly no longer knew what to do. This forcibly leads to the thought that even the communists were more honest, because Lenin received party card No. 1 for his idea. Then Väärtnõu arranged a meeting with ERSP members in the Lihula district with the help of Peeter Differt, who at one time, together with his wife Hele, had distributed the leaflets about independence made by Taola from Lihula to Virtsu. Pärnaste also went along to this meeting, and Väärtnõu talked for several hours to the company who were, so to speak, making the ERSP.

Vello Väärtnõu:

"I told them that the party must act and strive for power, not just stand around gawking. Not create citizens' committees and hand out passports. For this nothing more is needed than a group of rightful citizens of the Republic of Estonia, and on the basis of their declaration to announce elections officially.

Thereupon I was told that I did not know the matter and had fallen behind the times. In a word, it was made clear to me collectively that I had better sit in Sweden. Then I left, and Pärnaste seemed to be pleased with the meeting."

Some time later Pärnaste explained to Väärtnõu that he must meet Tunne Kelam, who at that time worked as a watchman at the henhouse of the Ranna state farm. So Väärtnõu walked for several hours together with Kelam round and round the henhouses; they covered a good 7 kilometres while Väärtnõu told Tunne the A and B of politics and what had to be done with the ERSP.

The ERSP congress was to be held in the Estonia theatre, and Väärtnõu had been invited to give a speech there. He describes the events as follows:

"I was to give the first speech. I came on time and took a seat, and when the congress began the doors were opened, through which a large procession of Christians with church banners marched in. I thought then: what a falsification of history on the part of the ERSP! I imagined that it should have been Buddhists marching in through the door.

The Buddhists were the ones who made the ERSP proposal, who printed the leaflets and distributed them across Estonia. Two Buddhists and one non-Christian went to Moscow to the press conference which proclaimed independence for Estonia. At that time I did not see a single Christian. That was the moment that made me think about the hypocrisy of Christianity and how eagerly they help falsify history. I stood up and walked out of the hall. I understood that the project and realisation of a beautiful idea had been screwed up by the dissidents and Estonians together with the Christians. With that my political activity in Estonia ended."

In the ERSP book written by Pärnaste there is not a word about the part of the Buddhists, and with this Pärnaste has greatly helped the falsification of Estonian history. Pärnaste herself has changed parties, finally landing in EKRE, where she is together with the former communist Arnold Rüütel. Where are Pärnaste's principles, the question arises? World views change from Buddhist to Christian, and political principles likewise.

No wonder that already in 1989 the ERSP officially recognised the Christian church. Point 7 of the ERSP's 1989 programme mentions the integrating part of the church in Estonian society: "The church has an irreplaceable mission in filling the ideological and ethical void that has arisen during the last half century, in the spiritual and moral rebirth of the people, for the taking root of eternal values and truths."

The leading part of the church and the benefit of prayer are also mentioned years later by Tunne Kelam:

"In the opinion of the undersigned, the success of the ERSP's far-reaching aims is connected with the fact that this party began its existence with prayer in a church. The same custom continued at the ERSP's large gatherings: all of them began and ended with an appeal to the Most High and with thanks for His help. This event too was concluded by our Tallinn provost with a prayer, asking a blessing both on the legacy of the ERSP and on the spread of the book reflecting it. And one more observation: the book contains an overview compiled by Jaan Tammsalu of the part played by Estonian clergymen in the activities of the ERSP."ix

The question arises what part of the clergymen's activity Tammsalu describes there…

Eve Pärnaste left the ERSP already in 1993, and on 2 December 1995 the ERSP ceased to exist through merging with Isamaa. At that time the ratings showed support for the party of only 1%.

20 years later, in 2009, the Union of Pro Patria and Res Publica submitted an application to the Patent Office to register the trademark Estonian National Independence Party in its name, and at the end of the year the Patent Office registered in the name of IRL both the word combination Estonian National Independence Party and the abbreviation ERSP.

This is called the impudent theft of intellectual property, because no one asked permission for it from Väärtnõu as the author of this idea and wording, and the IRL officials do not answer his several inquiries either.

Occupied with Buddhism Again

After the ERSP congress of 1989 Väärtnõu gave up political activity and concentrated again on Buddhism. He lived for years in the Himalayas, studied at Tribhuvan University and in Nepalese monasteries in Kathmandu, and later spent 8 years in retreat doing Buddhist practices.

In 2005 Väärtnõu began creating the first Encyclopedia of Buddhism in Estonian, which at present contains 2,300 articles, plus terminology.

In 2007 his first international conference, Buddhism and Nordland, took place, held at Tallinn University. In 5 years the conference grew into a three-day event, bringing together scholars and Buddhists from all over the world: from Latvia, Lithuania, Finland, St Petersburg, Oxford, Nepal, India, Mongolia, Buryatia and the USA. It was the first academic conference in Europe that studied the history of Nordic Buddhism, and it is the only one of its kind to this day.

How Estonia Greeted the Creator of the ERSP in 2007

In the summer of 2007, after 14 years of absence, Vello Väärtnõu went back to Estonia intending to build the 5th stupa there, which was to rise by his farm at Veltsa.

On 20 August Väärtnõu was discussing with volunteers on the steps of his Veltsa country house how to build the stupa, when about 40 masked policemen and K-commandos, who wore black masks and automatic weapons, suddenly jumped out of the bushes and attacked them brutally.

It is significant that such a "greeting" took place on 20 August, the anniversary of the founding of the ERSP, and also its later description in Eesti Ekspress in accordance with the best Soviet traditions. As the local villagers told, the masked men had arrived already the night before; this could also be seen from their muddy state, since they had been lying at the edge of the forest disguised as bushes for a long time. Why then did they wait so long?

Because, unexpectedly, Väärtnõu had gone early in the morning with the author of this text (MB) to the shop in Lihula and had also visited the neighbours, returning only at 2 in the afternoon. In the surroundings nothing pointed to the men and the number of cars that sprang up in an instant when they reached the yard. This means that they had long been waiting for them in disguise.

As soon as Väärtnõu was back, the masked men rose from the bushes with their weapons and attacked him. They had had several hours' time to arrest the boys who were helping with the clearing work, and about whom it was said later in the paper that it was as if they had come there to look for them. But no, they waited until Väärtnõu arrived. Interesting, why?

All the people, including Väärtnõu, were handcuffed and put face down on the ground, and Väärtnõu was struck repeatedly on the back with a gun. According to the police they were looking for weapons; they searched the house and the garden with a metal detector for several hours and then headed for the attic. In the house, which had stood empty for 20 years and no longer had doors, 70 g of cannabis was, so to speak, "found".

All the men were arrested and taken to Pärnu prison, and no one explained why Väärtnõu was also taken away; he said later that he was interrogated in Pärnu until 4 in the morning. The author of the story (MB) drove straight to the Swedish embassy in Tallinn and explained what had happened, saying that Väärtnõu's life was in direct danger. The next morning the police took Väärtnõu back to Veltsa, where two men with metal detectors again searched for something for several hours, and then back to Pärnu prison again. It is obvious that the explanation of looking for and finding the boys who had been at the clearing work is a crude lie. In the evening Väärtnõu was released with the help of the Swedish embassy.

This is how the Republic of Estonia greeted the author of the ERSP, Vello Väärtnõu, who was the first to demand freedom for Estonia openly. In Estonia the communists are still in power, and KAPO, which has taken over more than 30 former KGB employees. This fact is officially acknowledged with the explanation that these KGB men are experts in their field.

Väärtnõu later wrote a complaint to the prosecutor's office, from where the answer came that everything had been done as necessary and everything was in the best order. All the Estonian lawyers refused to take the matter further, referring to some telephone calls, or advised him outright to give it up.

Science and Buddhism

In 2008 Väärtnõu finished building the stupa that had been planned a year before. Now Estonia alone among the Nordic countries has 5 stupas, which is a rare phenomenon of cultural history in Europe.

In 2007-2011 his annual international conferences Buddhism and Nordland took place under Väärtnõu's leadership.

In 2011 the Australian government granted Väärtnõu a Distinguished Talent visa for his life's work and scholarly projects in Australia, and Väärtnõu worked in Australia for the following 9 years, laying the foundation of the international conferences Buddhism and Australia.

In February 2012 the first international conference Buddhism and Australia took place, with scholars and Buddhists from 12 countries around the world, and with Prof. Lew Lancaster of UC Berkeley as keynote speaker. To date this unique scholarly conference, which brings together the academic world and Buddhists from all over the world, has continued for 9 years in Perth.

In 2012 Väärtnõu visited universities in Mongolia, China, Taiwan and Singapore in connection with his new project, and in November 2012 he began his Chinese Buddhist Encyclopedia, which he presented to the public for the first time at Berkeley University, and which the Asian media have called the Project of the Century from the beginning. Today this largest online encyclopedia of Buddhism in the world has 62,400 articles, all of them illustrated and linked, plus terminology.

In 2020 Väärtnõu went back to Sweden, where he began a new project, Swedish Buddhist Studies, which is engaged in developing the academic aspect of Buddhism in Sweden.

Since Estonia lacks the corresponding specialists, and the Tartu orientalists have called Väärtnõu's doings belonging to the field of village mysticism, I would give the word to scholars from across the border, as to what they think of Vello Väärtnõu's conferences and encyclopedia. Here are some examples from the letters; more can be seen at the link http://www.tibetanbuddhistencyclopedia.com/en/index.php?title=Chinese_Buddhist_Encyclopedia:Support_Letters

Prof. Lew Lancaster, UC Berkeley

I want to thank you for the first Buddhism and Australia conference. It was well organised, and the papers touched on very important subjects, not only for Australia but for Buddhism in general in today's society. It would be of great help if this type of conference could be repeated regularly. Your new project, the "Chinese Buddhist Encyclopedia", is for our research an exciting prospect of obtaining a new and valuable resource. I would like to invite you to take part in the annual conference of the Electronic Cultural Atlas Initiative (ECAI), which takes place on the Berkeley University campus in California. Our international audience is interested in hearing about the plans for the encyclopedia, and we hope to discuss with you ideas on how to make the information you have gathered available on the web as part of the consortium of cultural atlases.

Dr Jürgen Offermanns, Lund University

Since 2007 the conferences "Buddhism and Nordland" organised by Mr Vello Väärtnõu have been an important and necessary contribution to the academic study of Buddhism in the Baltic countries and Scandinavia. I was a participant in the 2008 conference and valued it highly, as well as the academic quality and range of the papers presented by the scholars.

Dr Hakan Wahlquist, Royal Museum of Ethnography, Royal Swedish Academy of Sciences

For several years I have worked closely with Vello Väärtnõu and the Estonian Nyingma he manages. The aim of Mr Väärtnõu's highly respected and valued initiative has been the serious study of Buddhism in Northern Europe. At these conferences bridges have been built between scholars from the Baltic countries and from Russia, and practitioners and scholars of the Scandinavian countries. Mr Vello Väärtnõu is a reliable and dedicated person for these activities. I recommend supporting Mr Vello Väärtnõu and Estonian Nyingma in every way in carrying out their unique activities. They deserve it.

Prof. Padmasiri de Silva, Monash University Melbourne, Australia

The work that has been done with the Chinese Buddhist Encyclopedia is of a very high calibre, and I recommend this project to other scholars of Oriental studies. I have lived in Australia for nearly fifteen years, with my regular participation in academic writing and conferences, but this conference Buddhism and Australia was for me an eye-opener to the treasure house of knowledge that is found in the Chinese Buddhist Encyclopedia.

Dr Hema Goonatilake, Sri Lanka Royal Asian Society

The Buddhism and Australia conference is an excellent initiative for bridging the gap between East and West

Dr Christian Thomas Kohl, University of Education Freiburg

The Chinese Buddhist Encyclopedia is an outstanding project in the history of Buddhism

Dr Yao-ming Tsai, National Taiwan University

I, Dr Yao-ming Tsai of the Department of Philosophy of National Taiwan University, hereby give my personal and professional recommendation to Vello Väärtnõu and the Buddhism and Australia conference.

Dr Juha Komppa, University of Oxford

The Buddhism and Nordland conferences are excellent examples of interdisciplinary engagement, something that is talked about so often in academic circles all over the world but is in fact rarely possible. As such the conferences have offered a unique forum.

30 Years Later

What historians, politicians and Estonians abroad think of the ERSP Proposal today.

Examining what Estonian historians have said about Vello Väärtnõu and the ERSP Proposal he made, it turns out that they either do not know the author of the ERSP idea, avoid the subject, or else are unable to evaluate the event. Here are some opinions that come from correspondence with the author of the story in 2018.

Mart Helme, EKRE, Minister of the Interior of the Republic of Estonia

I was not active in politics at that time and cannot comment more thoroughly.

I consider the adoption of the declaration of sovereignty by the Supreme Council more important than the founding of the ERSP. But yes, all these things, the ERSP, the plenum of the creative unions, the Citizens' Committees and so on, intertwined and complemented one another and paved the way for pluralistic politics and the emergence of different parties. In this sense the founding of the ERSP was without doubt an epoch-making landmark.

  • Comment: it is striking that for Mart Helme the decision of the Supreme Council is more important than the ERSP initiative. That is, already then he openly recognised the communist regime, like a proper communist.

Martin Helme, EKRE, Minister of Finance of the Republic of Estonia

I apologise very much; I am afraid I simply do not have time to answer properly and substantively.

Rein Taagepera, American political scientist of Estonian origin, candidate for President of Estonia in 1992

Living in California, I did not notice this event of 1/88.

I noticed the replacement of Ristlaan by Toome in 1/88 and the creation of the IME in 12/87; the ERSP, with a certain delay, only after its official founding in 8/88.

Kaarel Piirimäe, Estonian historian, University of Tartu

In my opinion much has been written and said about the importance of the ERSP; it was after all the first openly oppositional party, while the Popular Front founded later declared support for perestroika and may even have been initiated by the KGB or under its protection. Without doubt the founding of the ERSP was a sensational event.

Jaak Valge, historian and politician, member of the Riigikogu

I must say that I cannot evaluate its importance precisely, either as a citizen or as a historian. Generalising, I could perhaps claim roughly that Väärtnõu's proposal radicalised the national opposition of that time and directed it towards action. I myself did not know Väärtnõu, and did not get to know him afterwards either. There had to be such brave people for the idea to develop further.

Jüri Adams, founding member of the ERSP in August 1988, former Minister of Justice, main author of the draft Estonian constitution

Since the name of Vello Väärtnõu is central in your questions, I must say that I have never known this person, neither then nor later. I also did not live in Tallinn and had no knowledge of what was happening there. I do not know the least thing about the press conference in Moscow in January.

I personally joined the ERSP organising activity only in April 1988.

I refused to sign the Proposal. I think I remember that the reason was that I did not consider the realisation of this proposal realistic

  • Comment: Väärtnõu met Adams twice, visiting him in Tartu.

Mikko Lagerspetz, doctor of political science, Åbo Akademi

I presume that the ERSP had an influence on the Estonian citizens' movement and perhaps influenced its programme in a radicalising direction. This in turn influenced the Popular Front and the decisions of the Estonian Supreme Council from 1990 on.

I did not know about the press conference before. As far as I remember, it was absent from the local Estonian press, which I have studied quite thoroughly.

February 1988 was still quite early for activism of this kind; the old ways of dealing with dissidents still dominated. But it is quite interesting that the expulsion was carried out on Gorbachev's personal order. One may presume that such a high level of government did not need to be involved. So the presence of the foreign media evidently made the ERSP "hotter" than other "dissidents".

Sirje Kiin, Estonian literary scholar and journalist

My personal assessment is that the founding of the ERSP was an important historical event, which broke the Communist Party's one-party system in the Estonian SSR and then also in the other union republics.

Eve Pärnaste, Estonian public figure, politician

As far as I know, the author of the founding of the party was Vello Väärtnõu.

The idea of organising the press conference in Moscow was also Väärtnõu's own, and Väärtnõu organised it using the connections of his Moscow acquaintances. Until the expulsion Väärtnõu was the key person. It was the first public proposal to create an alternative party in the USSR, and when the party was founded on 20 August 1988, it was the first alternative party, following whose example parties began to be founded elsewhere too, so its importance is historic.

Lagle Parek, Estonian politician and public figure, chairwoman of the ERSP 88-92

Hello, I would rather send you the address of Eve Pärnaste, who will certainly answer more precisely.

- What did you say at that time in answer to Vello Väärtnõu, who came to you with the proposal to create the ERSP?

Hello, I do not remember. Lagle

Andres Mäe, activist of the ERSP Tartu Initiative and member of the board of the Independent Information Centre, writes in the book ERSP Aegx:

The ERSP was the first legally created alternative party in the Soviet Union beside the sole rule of the Communist Party, whose programmatic aim, which in 1988 seemed not only sharply "anti-state" but simply utopian, was fulfilled within three years.

Dag Hartelius, Swedish diplomat

The Estonians used the USSR's own instruments against the USSR so sensiblyxi

Sir Arvi Hillar Parbo AC FTSE, Estonian abroad, Australia

It was without doubt a brave deed, even in Gorbachev's time, when the situation in the Soviet Union was freer than before. If the aim of the National Independence Party was the restoration of independence, then it coincided with the aim of all the Estonian exile organisations, which had constantly kept the violent annexation of Estonia to the Soviet Union before the eyes of the governments and public of the Western world. What was new and brave was that this was now said in the Soviet Union, and even at a press conference in Moscow.

Jüri Estam, politician and journalist, former member of the ERSP

Yes, of course it (the ERSP Proposal) was important, and even very important. It depends of course from which tussock you look at it. Whether in the sense of the USSR, or looking from the Estonian perspective, or in the global context. If one looks at the chronicle and the chronology, the whole Singing Revolution and the crumbling in the USSR got properly going only after the proclamation of the ERSP. By now the memories of these events tend to be fading internationally. At that time apparently quite a considerable part of the international public knew that the so-called collapse of the Soviet Union, or its dismantling, began in the Baltic, and that especially at the beginning of this process Estonia was the forerunner. ….The birth of a second party beside the Communist Party in a country where the Communist Party had been the (feared) sole ruler for decades, that is very, very important. The making of cracks in the monolith, and then the retreat of the monolith itself from general rule through fear. I tend to be of the opinion that the ERSP was more trustworthy than the Popular Front.

However things actually stood with all this, one thing is important: the first crack, something of a pluralistic kind, appeared in the Soviet empire precisely through Estonia, or

Tiit Madisson, freedom fighter, initiator of the Hirvepark meeting

The initiative of Vello and Co was of enormous importance at that time in founding the ERSP, because this party would hardly have come into being in August 1988 if there had been no previous activity. The ERSP was the first opposition party in the whole Soviet empire, which is why Vello's name should certainly go at least into Estonian history. Unfortunately the initiators are later let down by careerists, because people do not really want to remember.

Mai Raud Pähn, Estonian art historian abroad, Stockholm

Honour to Vello Väärtnõu, who began the great organising work. He is a truly worthy man. I think that the ERSP was a brave step by brave people, which helped people to straighten their backs and finally led to the liberation of Estonia..

Trivimi Velliste, Estonian politician

The Estonian Heritage Society with its large membership had just been founded, and joining the ERSP initiative seemed beyond my strength, although I clearly sensed the significance of this step and the courage of the initiators.

I did not know much about the Moscow press conference at that time, but it was certainly an important precedent. The Soviet system was built on fear, after all; anyone who was able to overcome fear became very dangerous to the system

Leaving terminological philosophy aside, however, the courage and fearlessness of this initiative must in any case be emphasised! And the Kremlin of course sensed and interpreted this resistance as coming precisely from within the system itself, and thus as extremely dangerous.

Sander Jürisson, Museum of Occupations

The museum is aware of this event, especially considering that among the 14 people who signed the founding document was also the long-time director of our museum, Heiki Ahonen.

The historical significance of the event is hard to overestimate: it was the first democratic party in Estonia after half a century of occupations, and thereby an important turning point in the process on the road to restoring independence.

As a person who stepped into one of the leading roles in times of upheaval, he must certainly be given recognition for his courage and initiative. Every individual's initiative at such complicated and historic moments deserves to be highlighted and noted.

Gorbachev's move to expel Väärtnõu from the SU ...seen from the other side, this is also a somewhat involuntary) recognition of Väärtnõu's activity by the head of state, thereby also answering your earlier question about the influence on the Soviet Union more broadly.

Marek Tamm, professor of cultural history, Tallinn University

I can only say that in the Estonian context the founding of the ERSP was certainly a very good and important step, which has had a great influence on Estonia's development over the past nearly 30 years.

Ian Cook, Murdoch University, Australia, professor of politics and political philosophy

This event finally led to the collapse of the Soviet Union.

In the Gorbachev era there were profound changes in the Soviet Union. It was not, however, one in which opposition parties were tolerated, and the ERSP was a step too far for Gorbachev. His leadership would have been weakened if he had not reacted. The danger of the collapse of the Soviet Union connected with this event made it a move that Gorbachev could not allow. Those people who showed that they were brave enough to speak and act openly against the Soviet leadership were decisive in the historical sense.

Without the individuals who were ready to take an enormous risk upon themselves, placing themselves at the forefront of the resistance, what so many people wanted would not have happened.

Mart Nutt, Estonian politician and historian

Of course the proposal to create the ERSP was timely and necessary at that time. But I am not familiar with V. Väärtnõu's role in this process.

Mart Laar, Estonian politician, historian

Certainly a historic proposal, since it opened the way for the whole USSR

Pertti Grönholm, University of Turku, professor of European and world history

Väärtnõu has truly had an extraordinary life, and his activity in Soviet Estonia is truly worth closer study.

Jaak Valge, Estonian historian, Tallinn University, School of Humanities and Social Sciences

Generalising, I could perhaps claim roughly that Väärtnõu's proposal radicalised the national opposition of that time and directed it towards action.

There had to be such brave people for the idea to develop further.

Silver Tambur, editor of Estonian World

I value his (Vello Väärtnõu's) deed very highly; the ERSP had a very important role in Estonian society at that time. Gorbachev evidently feared this initiative; that seems a logical conclusion.

Toomas Karjahärm, Estonian historian, lecturer at TLU

The ERSP was a radical national party, which was among the first to advocate full state independence, openly set the goal of restoring the Republic of Estonia on the basis of legal continuity, and was against the union treaty offered by Gorbachev. In striving for independence the ERSP influenced the whole social movement in Estonia, gave ideas and an example to other emerging parties and movements, and was in its way a pathfinder and encourager.

The events in Estonia of course influenced the fate of the SU, helped its dismantling, and were an example for the freedom movements elsewhere.

Ants Pindis, freedom fighter, founding member of the Võru Heritage Protection Clubxii

The proposal to create the ERSP was a well thought-out political step.. The authorities' confusion that followed the publication of the proposal also showed how skilful a move had been made. In the vague situation the authorities were unable for a good while to take a clearer position; only in mid-February was an ideological counterblow delivered in the press.

It can be claimed that the proposal to create the ERSP was the detonator that split the ECP, forced the reform communists to react by creating the Popular Front, and as a result of further development led to the disintegration of the Communist Party and the establishment of a democratic order in Estonia.

The Tartu dissidents were unable in their time to understand the significance of the founding of the ERSP and the possibilities hidden in it, and did not join the proposal. Because of being deprived of the honour of initiating an undertaking of epoch-making importance, Viktor Niitsoo has afterwards tried in the journal Akadeemia to diminish the importance of this event, descending in the process to twisting the facts.

Jüri Lina, Estonian journalist abroad, Sweden

Vello Väärtnõu's proposal to create the ERSP was a very important international event, because for the first time an alternative political organisation appeared openly beside the Communist Party.

Gorbachev expelled Väärtnõu from the Soviet Union because the Soviet rulers could not tolerate this step. It was decided to expel such an individual, and other persons connected with the founding of the ERSP too, from the empire.

Vello Väärtnõu's initiative to create the ERSP was in every way a valuable initiative. The CPSU considered citizens' initiative to be the most dangerous phenomenon of all.

Mati Kiirend, dissident

In the founding of the ERSP, Väärtnõu's initiative had a great role as catalyst. And this role proved very timely and fundamental with regard to further developments

Inno Tähismaa, journalist

Vello's role both in the founding of the ERSP and in the collapse of the USSR and the restoration of the independence of the Baltic states is certainly very great, not to say decisive. Namely, the ERSP was clearly pro-independence, unlike the Popular Fronts, which were created, so to speak, to cover tracks and as a counterweight to the ERSP, in support of perestroika.

The independence supporters were in disfavour until the putsch took place in Moscow and there was no other way than to proclaim independence. After that the Popular Front took all the honour and laurels for itself, although it was the ERSP that had fought for independence. Parek let the independence supporters be trampled into the mud.

As far as I know, nothing at all appeared in the Estonian press about that press conference; one could hear about it only through the Voice of America and Radio Liberty. Namely, the authorities did not want anyone to know anything at all, that such a thing as the ERSP existed

Mart Laar, Estonian historian and politician

At such a moment, to initiate honestly and openly a political party with registered members, placing itself in opposition to the whole existing system and setting out to demand the restoration of Estonia's independence, meant voluntarily signing the order for one's own arrest.

Looking back, this courage deserves the highest recognition and respect. It is easy to proclaim after the fact that in 1988 it was still "early" to demand the restoration of independence, or that when speaking of sovereignty we actually meant independence.

All the more, however, should those be recognised who were not afraid and thereby pushed the way open for others too.xiii

Tunne Kelam, founding member of the ERSP, chairman of the ERSP 1993-95

As soon as it became clear that founding a political party was no longer punishable, a wave of founding new parties followed, not only in Estonia but elsewhere in the Soviet Union too. The organisational structure and democratic statutes of the ERSP became in many ways an example for the parties that followed.xiv

Office of the President of the Republic of Estonia, 2 June 2019

The founding of the Estonian National Independence Party in Estonia was of symbolic significance, and its study and the wider international presentation of the research results is very important

Where Is the Medal?

Proceeding from the above letter of the government of the Republic of Estonia, it is fitting to ask: how then has the present Republic of Estonia recognised the author of the ERSP Proposal?

There is a concrete answer to this question: the Republic of Estonia has not in any way recognised or taken notice of Vello Väärtnõu, the author of the Estonian National Independence Party and the one who laid the foundation of the present republic.

What did T.H. Ilves think while sitting in the president's chair for two terms and handing out medals?

Did he not somehow recall the reports about the ERSP Proposal that he read on air on Free Europe, and the telephone calls to Väärtnõu? Of course not; that would create a point of comparison between the deeds of two people.

Väärtnõu and his deed, which destroyed the communists' perestroika plan to hold the empire together and which brought about the collapse of the Soviet Union, have been deliberately left out of the history books.

Eve Pärnaste, too, who was there at the beginning of the founding of the party, has behaved basely towards Vello Väärtnõu, leaving out of her ERSP book, as the only one, an interview with Väärtnõu, thereby taking from the author of the ERSP the opportunity to express his opinion.

Pärnaste and Ilves are not alone; opinions about the falsification of our history have been expressed for a long time, and in addition materials and even old newspapers are disappearing from the archives.

Jaak Allik wrote already years ago in the article "ERSP and the Popular Front: 20 Years Later":

"One would certainly have liked to find in the collection a reference to the fate of Vello Väärtnõu, Eke-Pärt Nõmm and Ärvi Orula, who initiated the idea of founding the ERSP and heroically brought it to the foreign press, because the last two we do not find even in the ranks of the ERSP people.

It is rather strange (and perhaps needs an explanation too) that the merits of a whole series of top ERSP figures who played an important part in the restoration of independence have been left by three presidents without any recognition whatsoever (Vello Väärtnõu, Andres Mäe, Viktor Niitsoo, Sander Siss, Maris Sarv, Ain Saar, and also the restorer of the Defence League, Kalle Eller). Knowing, however, that those who voted for the restoration of independence on 20 August received double orders from Arnold Rüütel...xv"

Jyri Kraft writes in 2018:xvi

I am amazed how already in our lifetime history is being shamelessly remade. The rewriters of history, the belittlers of the achievements of our generation, as if in raising themselves up they do not reckon with the fact that those who took part in the events stubbornly stay alive… Nowadays the handing out to oneself of orders and high posts goes on playfully.

Endel Ratas, freedom fighter, signatory of the ERSP Proposal, refused a decoration:

«I thank the President of the Republic of Estonia for awarding me the decoration of the Order of the White Star, second class. With regret I must announce that I decline the award, because I consider insulting to my honour and dignity a procedure in which orders are pinned to the chests of former servants of the occupation power.

I feel that my honour and dignity have been injured through the press already by the fact that I have been put on a list of decorations which also includes a whole series of former servants of the occupation power. I consider this very humiliating, not to speak of accepting the award. It seems to me that there is an attempt to write a new Estonian history for young people who do not know about the earlier events. Now there is an attempt to whitewash those former holders of power and mix them up with the dissidents or freedom fighters.»xvii

Andrus Norak:

I, however, was reminded of people about whose recognition nothing has been heard. For example Zivert Zoldin, whose release was once demanded very loudly. Or Vello Väärtnõu, Ekke-Pärt Nõmm and several others.

Where is the golden Cross of Liberty or the first-class Order of the White Star for these people?

When do they intend to start decorating these people? Evidently another, next president is needed for that.. We need a micro-history of the new Estonian Freedom Movement that would truly recognise those people who were the doers, not yet another official and twisted version of history muddied by the "doers". The representatives of the red nomenklatura have evidently grown tired of feeling bad, and so, with the support of the recent shower of orders, they have gone on the offensive and want neither more nor less than their own complete rehabilitation.

What is more, if no one else thinks of it, they help us remember this too: that it was precisely they who restored the Republic of Estonia. This precisely should not be allowed them under any circumstances.

They were, are and will remain guilty, more directly or more indirectly, of causing undeserved suffering to countless people.xviii

Toivo Kallas, architect

"Perhaps there would be no need to recall all this any more if in our mass media there had not recently grown stronger a tendency to idealise the activity of the Estonian collaborators of that time, to depict it as arising only from the needs of preserving the nation, the language and the culture.

As a citizen of the Republic of Estonia I was ashamed to hear or read in the newspaper how our president, who in the recent past condemned the Western countries' interference in the "Baltic question" as an internal affair of the Soviet Union, last year on a foreign visit taught his hosts our recent history. I worry about the possibility for future generations to study the past objectively, because the creeping restoration of the ESSR taking place under the leadership of the communists in power has reached the archives, where under the label of personal data protection a new wave of classifying documents is beginning."xix

Instead of a Conclusion

Vello Väärtnõu relates

- about Eve Pärnaste and Viktor Niitsoo

"Eve Pärnaste took part in the activities as a typist and as the person answering the telephone; she had no right of decision. In that period she was a Buddhist, which she has now exchanged for Christianity. Her religious principles changed, her political positions changed too, from which it follows that Pärnaste is always in the role of a religious and political prostitute.

I saw Pärnaste for the first time in Tartu, when she was bustling about in the sociology laboratory at the Tõistre summer house; we did not communicate more closely. Later I came into closer contact with her when she was Andres Ehin's secretary, and since she was a typist she seemed to be useful for typing some things for me. We communicated directly at Pärnaste's exhibition in Kiek in de Kök, where I was together with Jüri Arrak, who at that time considered me his friend. At the after-party of the exhibition I also met Erik Udam and Endel Ratas for the first time; both seemed to me sensible and likeable. Since Ratas was interested in Zoroastrianism, I gave him the nickname Darkness and Light, since in Zoroastrianism it is said that for 1000 years light rules on earth and for 1000 years darkness. From this the acquaintance with Pärnaste also developed further. Since I was engaged in Buddhism and had, so to speak, enslaved a number of young people who wanted to become Buddhists, I had gathered them into Taola, that is, the Buddhist Brotherhood, who built stupas together with me, translated Buddhist literature, printed thangkas (Buddhist sacred images) by silk screen and, as living little weakling Buddhists, so to speak, had to advertise Buddhism in Estonia. In connection with this there was a lot of writing work, and I appointed Pärnaste, or Nõrguke, as secretary. She wrote letters, even to the Dalai Lama, and in return she was repaid with praise, honours and frequent psychological support. Why so? The name Nõrguke [Little Weakling], which I gave her, came from the fact that Pärnaste constantly broke down psychologically, and then Pärnaste needed to be supported. My wife Natali Väärtnõu and the other female beings who moved about in Taola managed this well.

After I was thrown out of Estonia and out of the Estonian House in Stockholm, it seems that Pärnaste has been struck by amnesia about the time when she was the secretary of Taola. As a secretary she was quite quick-witted, but she has never had ideas or a creative approach to politics.

Now Pärnaste gives interviews in the newspapers in which she is a great independent thinker and doer, but at the time of the founding of the ERSP she was only the one who was told what to do and how, where to go, and so on."

- about the collaborators and the Estonian Committee

"The Supreme Council proclaimed independence, and that the Congress of Estonia and the Estonian Committee asked the Supreme Council to do this was not right. Because the Supreme Council was an organisation of the occupation authorities, regardless of whether anyone there thought sympathetically about the Estonian people or its freedom, which unfortunately practically did not show before it was clear that they had no future. In Holland, Norway, France and other countries too, even women who had lived with Germans during the war had their heads shaved. That was clearly a pointless and stupid act, but it expressed the people's attitude towards collaborators.

Here in Estonia there has never been talk of collaborators or of condemning them. But the Geneva Convention should have been made known.

Of course there was a big difference between being a rank-and-file communist/collective farmer and an executive functionary. In the case of rank-and-file people I of course do not think of any punishment; I have the functionaries in mind.

Perhaps it is not known in the West either how they lived here; for example, I would mention the simple thing that they bought sausage, meat, cucumbers, tomatoes and Bulgarian compotes, not to speak of eels, from their own shops. And others did not get in there. In the ordinary shops jars of sea kale were spread out, and sausage and meat were not to be seen. On the occasion of elections a limited quantity of wieners was sold to the people. And this is only a small example. Money, cars and trips abroad were only for the leadership, or else for collaborators. So they received special benefits for their collaboration.

The leading Estonian communists who made the decisions did not only live well but committed crimes. There should have been an investigation and a trial of them.

Here would be the right place to mention that our first president Meri, too, was a KGB collaborator; he dealt with matters of the Estonians abroad and wrote about them and his activity directly to the KGB.xx Lennart Meri's father Georg was a deporter; his trial was begun in the new time but was soon hushed up. At that time all those who dealt with foreign countries were connected; this is hard to understand and believe for those who did not themselves see it at that time. Just as we cannot know the former republic thoroughly, since we did not live inside it. In Sweden, when I told about the deportations, how they came to people's homes at night and took them away, they asked with big eyes: why then didn't you call the police?

In the Estonian Committee there were communist functionaries on the basis of legal continuity, like other people. It seems that the communists steered the decision of the committees very skilfully to their own advantage.

The question is which party a person chooses according to his convictions; it cannot be that one separates oneself from the ideology and history of that party. The Communist Party has a terrible and criminal history and is guilty of killing millions. How can a person with principles go there and bind himself to them?

If in this paragraph one replaces the word communist with the word fascist, then it sounds somehow different and no longer so innocent. To the majority it seems self-evident that the new members of the Nazi party share the views of the old ones and are the same. So the same must apply to the communists too. Communism split families, relatives and friends. Unfortunately there are many examples of this.

In the case of Estonia, the communists who had worked in leading positions should have stayed out of politics and also out of leading positions. But what happened in Estonia: even former KGB employees were knowingly taken over into the new republic, into KAPO, and an Estonian newspaper also wrote about this.

The one who takes the initiative wins, and the ERSP did not win because it let the communists into the elections. They had no understanding, vision or courage to take part in politics; they were all ordinary people without experience"

- about Viktor Niitsoo

I knew Viktor from childhood; his father was the michman [warrant officer] Tsetverikov. And little Viktor too bore this family name with pride for years, and at sports competitions where we performed together. I went to swimming training together with Viktor. When I came back from the north, I saw Niitsoo in Tartu, who suggested buying a bottle of vodka. It turned out that the formerly famous name Tsetverikov had changed to Niitsoo. I bought one and we went to his place. He said that it was absolutely necessary to read Solzhenitsyn; I said I had read him.

He asked what political views I had; I answered: the very best. Then I explained to him that at Verzhaika, where I was imprisoned, everyone was a criminal. I was considered political because the KGB dealt with me. There the whole camp was against the system; the camp commander and the Soviet power were regarded badly, they were beneath all consideration.

I explained this to Niitsoo, but he was already full of drink. Then I left and understood that friendship with alcoholics does not suit me.

Niitsoo was imprisoned for announcing to the people that he intended to drive up to Toompea in a red Pobeda, which made me think that it would have been better to make a blue-black-white Pobeda, which I also said to Viktor Niitsoo.

Why have the former dissidents remained silent nowadays; are they satisfied with the pink republic, or is the money that was paid to them from Sweden lacking? They should remember, after all, who held which post and what they did and said.

- about Lagle Parek

I met the famous Russian dissident and poet Ratushinskaya, and Lagle Parek came up in conversation too. About her Ratushinskaya said that Lagle kept to herself in the camp and did not take part in joint actions against the regime, and when the other women prisoners organised a hunger strike, Parek was stuffing herself with food in her cell. And she added that Parek was released by writing a petition for pardon, which is beneath all consideration for any political prisoner. Because by writing a petition for pardon she renounced her political views. These were Ratushinskaya's words.

- and about himself

"Public opinion, or mass opinion, has never mattered to me. Already from early childhood I was asked: what is your opinion? And it was explained what a personal position is, and that every man must have his own personal opinion. It must be said that, unlike in Estonia, I am considered a hero in Russia (by ordinary people and dissidents) and abroad.

The ERSP Proposal was a private undertaking, in which I indirectly involved the dissidents. Since the dissidents had no plan or thought at all of taking political power from the communists, that is, of restoring independence, I gave the idea to the masses, bringing to the dissidents a ready programme and a plan for how to take power. Parek was interested only in the idea of how to erect a monument, which, however, has not yet been done to this day. In a word, I made a project which I also carried out: the Proposal, the programme and the carrying out are all my work. Those 14 people who signed the Proposal must be counted as heroes, because it was the deep Soviet time then, but they dared to give their signature publicly. People change their positions in economics, in life, in politics, in religions. I am the same poor wandering monk as before.

I am not interested in the things I have done, but in what I am going to do. The most important thing is always the idea, and then putting it into practice. Those dozen or so people who signed the Proposal were to be an active team in putting it into practice.

I would set up Patarei prison again and put the communists there for serving the occupiers and collaborating with them. At that time they were the Soviet golden elite, and now they are the same.

The Estonian people have the memory of a pike; this amazes me. I would not have put Arnold Rüütel, who speaks Russian with mistakes and does not speak English at all, back into the president's chair. But evidently his IQ is higher than that of the average Estonian.

In Estonia there is no political memory or thinking, neither in the government nor in the people. The only one that was able to pull itself together and act after the ERSP proposal was the Communist Party. I was silent and waited 32 years to see what would happen, and it went as always.

The Estonian people were attached to the communists; for me this shows the slavish mind of the Estonian people"
